Description

The U.S. Securities and Exchange Commission (SEC) intends to award a purchase order on a sole source basis to NexTalk, Inc. for annual license and maintenance of NexTalk software. The SEC intends to award a purchase order for one (1) Base Year and four (4) Option years to NexTalk. The total value for the base and all Options shall be below the Simplified Acquisition Threshold. In accordance with FAR Part 13.106-1(b), the contracting officer has determined that NexTalk is the only source that can meet the SEC's requirement. NexTalk software is used in the SEC's call center for Text Telephone (TTY) support to comply with Section 508 needs. This software facilitates accommodation and accessibility of communications for hearing and speech impaired individuals. NexTalk software has been fully integrated with the SEC's current IP telephony environment and it would not be possible for another vendor to provide license or maintenance due to licensing, warranty and compatibility issues. The SEC intends to award a purchase order to NexTalk on or about February 28, 2013. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
