- Small Business Sources Sought Spreadsheet Introductory Paragraph This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The North American Industry Classification System (NAICS) code for the proposed acquisition is 561612 and the size standard is $19 million dollars. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background The National Institute of Environmental Health Sciences (NIEHS) is one of the 27 institutes comprising the National Institutes of Health (NIH). The NIEHS conducts in-house research and supports, through grants and contracts, basic and applied biomedical research on the effect of various environmental agents on human health. Currently, NIEHS programs occupy offices, and a warehouse at several sites in the Research Triangle Park, North Carolina (RTP) area. The NIEHS Campus consists of 375 acres of land, nine buildings, roadways, parking areas, and an underground utilities system on a larger 509 acre federal campus shared with the U.S. Environmental Protection Agency's (USEPA). There are also 13 temporary modular type buildings on the northern portion of the site. The USEPA largest field operation is in RTP. The facilities consist of approximately 1.47 million square feet of laboratory, office and special use space. These buildings serve nearly 2,500 people, consisting of federal employees, grantees and contractors. The USEPA occupies the remaining 134 acres of the 509 acre shared federal campus. The USEPA also occupies space in the Research Triangle Park area, as well as in Chapel Hill, NC. The NIEHS Office of Management, Operations and Security Branch (NIEHS/OM/OSB) is responsible for the physical security of the NIEHS and may at a later date take on these responsibilities for the USEPA. This includes budget formulation, providing armed security services, providing a Continuity of Operations (COOP) Program, responding to emergencies and coordinating the responses with local, state and federal authorities, controlling access to the NIEHS campus and leased buildings, issuing government ID badges in accordance with Homeland Security Presidential Directive 12 (HSPD- 12), providing for the safety of government employees, contractors and visitors and the protection of government property from fire, flood and theft. Independently, and not as an agent of the Government, the Contractor shall furnish all labor, uniforms, training, equipment, supplies and supervision to satisfactorily perform armed security protection and patrol services at the NIEHS and USEPA facilities located in Research Triangle Park, North Carolina. The services are currently being provided by Martin Edwards and Associates, Inc. and Alpha Protective Services, Inc. Purpose and Objectives The NIEHS is seeking qualified small businesses to provide Armed Security Protection and Patrol Services (ASPPS). These services are required to assist NIEHS/OM/OSB in managing the responsibility for the physical security of the NIEHS and supporting the NIEHS facility. Project Requirements Any person, firm, association, or corporation desiring to carry on or engage in the private protective services profession shall be licensed in accordance with the North Carolina Private Protective Services Act. The Contractor will be required to provide employees appointed as armed private protective services officers. The Chief of the Security force shall be certified by the North Carolina Private Protective Services Board (NCPPSB) as a qualified firearms, handcuff and pepper spray instructor. Each armed employee must be licensed to carry a firearm by the State of North Carolina in accordance with the NCPPSB. The Contractor shall provide and maintain an armed and uniformed guard force of employees vested with police authority, sufficient in scope to detain for any violation of law occurring at the location(s) specified in this contract, as necessary to maintain good order and to protect property against theft, damage, trespass, sabotage and/or espionage. Anticipated Period of Performance: The anticipated period of performance for this requirement is January 1, 2014 through December 31, 2019, consisting of a base and four one year options. Information Sought: Interested organizations are required to submit their capability statement, not to exceed fifteen (15) pages in length, not including a standard product brochure, clearly detailing their ability to perform the aspects of the notice described above. The capability statement should be tailored to the "Project Requirements", as concise as possible and include information regarding respondents': (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information; Each response should also include the following business information: a. DUNS number b. Organization Name c. Company Address d. Point of Contact (including name, title, addresses, telephone number, fax number and Email address) e. Business size f. Socio-economic status g. Teaming Agreements (if necessary) Standard product brochures will not be considered a sufficient response to this sources sought synopsis.
