- ***********Amendment 11 *************** This amendment is issued to amend solicitation number SOL-CI-12-00059 for the Construction of a Heavy Duty Vehicle Test Cell at the US EPA National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, MI with the following information: 1. Based on questions from prospective offerors, the following clarification is given via this amendment to solicitation SOL-CI-12-00059: Q1. On page 5 of the structural steel specs, section 051200, under the part 2 products heading, section 2.1.B, it states that only products that have been manufactured within 50 miles (air-distance) of the project can be used. Please Clarify. Does that mean that the steel must be rolled within 50 miles of the project site? If not to what is this section referring? A1. Paragraph 2.1 B. should be revised to read as follows: B. Regional Content: 1. Use products that have been manufactured within 500 miles (air-distance) of the Project. a. Use center of Project to center of manufacturing facility (steel mill) to determine miles. Q2. Contractor shall provide a complete raceway system containing all wall/back boxes and rough-in requirements as needed for installation of security system devices by others/Owner at a later date. Security system modifications will be performed by others. A2. The security devices, wiring material and installation are not part of this requirement. The general contractor is responsible for installing rough-in conduit and junction boxes in the walls, etc?. but the security devices, wiring, etc.. will be the responsibility of the owner. 2. No other changes are made to the solicitation. *** End of Amendment 11 **** The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), located at 2565 Plymouth Road, Ann Arbor, MI, has a requirement to construct an approximately 10,000 square-foot, one-story building addition to provide a chassis test cell to accommodate large Class 8 vehicles. The test cell will include a dynamometer pit with the capability to support future 4-wheel drive hybrid technology, space to soak an additional large vehicle, a road speed simulation fan, and other typical test cell features such as a control room and process/test equipment installations. The work will consist of minor building demolition/alternation; underground utility connections; site work and paving; concrete and structural steel construction; architectural building component installation; mechanical, electrical and plumbing work; and miscellaneous and specialized equipment i nstallation. The applicable NAICS code is 236220, Commercial and Institutional Building Construction, the size standard is $33.5M. A Firm-Fixed-Price contract will be awarded. The estimated construction contract price is under $6 million. Contract award will be made using best value methodology. In addition to price, the Government?s evaluation of proposals is expected to include assessment of each offeror?s management approach, past performance record on similar projects, and qualifications and availability of proposed key personnel. All non-price evaluation factors, when combined, are approximately equal in importance to price. This acquisition is being conducted as a competitive 8(a) set-aside in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. Competition is limited to 8(a) concerns that are serviced by the Michigan District Office of the U.S. Small Business Administration. All prospective offerors are required to be registered in the System for Award Management (SAM) system in order to be eligible for contract award. It is anticipated that the complete solicitation will be posted on or about November 30, 2012 on the World Wide Web (www.epa.gov).
