- INTRODUCTION AND PURPOSE The Applied Manufacturing Technology Division (AMTD) at Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake and Point Mugu, California has a requirement for Machine Shop Maintenance and Repair Support. The AMTD is seeking information regarding existing service providers capable of performing stock and inventory support, maintenance, repair, upgrade, teardown, transportation, packaging, and installation of Government-owned machine tools and related equipment. The results of this Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT BACKGROUND Currently the work is being performed via a Time & Materials contract (Contract N68936-09-C-0126) by Wesco, LLC. Existing contract information is available at http://foia.navair.navy.mil. REQUIRED CAPABILITIES (1) Routine and Preventative Maintenance and repairs to machine shop equipment such as Electronic Discharge Machine, Water Jet Cutter, Laser Welding and Cutting Machines, CNC and Conventional Lathes, Mills and Grinders, CNC Punch Presses, rapid prototype machines, heat treat furnaces, sand blasting equipment, Distilled Ionized water systems, hydro-forming machines, etc. (2) Non-Work Day/Hour and Emergency Support as needed for emergency equipment breakdowns and maintenance that cannot be performed during normal work days or hours. (3) Stock and Inventory Support including storing and issuing equipment, tools, materials and supplies for the AMTD Machine Shop. (4) Purchasing of repair parts, materials, tooling and supplies. (5) Material control including maintaining inventory as well as cutting of needed materials. (6) Carpentry. (7) Hazardous Material Management such as collection, storage, and documentation of materials used in the machine shop. (8) Special wood flooring maintenance. (9) Heat Treat Calibration. SPECIAL REQUIREMENTS (1) Personnel and Facility Clearances within 30 days of contract award. (2) IT (Clinger-Cohen Act) CONTRACT TYPE AMTD intends to award this CPFF contract in July 2014, with a 5-year period of performance. ADDITIONAL INFORMATION REQUIREMENTS Questions and comments are highly encouraged. Submissions of interest and/or statements of capability in the requirement mentioned above should include the following information, taking into consideration that the information submitted may not be used for a procurement action: (1) A reference to the schedule number N68936-3-R-0036 and Machine Shop Maintenance and Repair Support Sources Sought of this announcement; (2) Company Name and Address; (3) Company's point of contact name, phone, fax, and e-mail; (4) If a U.S. or foreign company; (5) Company Size (Small or Large according to the NAICS and size standard listed below); (6) If your company is a Small Business, specify if your company is or is not each of the following: (a) Small Disadvantaged Business; (b) HubZone Business; (c) Woman-Owned Business; (d) 8(a) Business; (e) Veteran Owned Business; (f) Service-Disabled-Veteran-Owned Small Business; (7) Any teaming arrangements; (8) A brief capabilities statement package (no more than 10 pages in length, double spaced, 12 point font minimum) demonstrating ability to perform the specific requirements discussed above. (9) An outline of previous projects, specific work previously performed or being performed; and (10) Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. The objective is to compete this requirement on a full and open basis. A decision to set aside all or part of this requirement is dependent on a review of the information submitted in response to this sources sought. An opportunity for a site visit will be offered after the solicitation is issued. In addition to searching the market for qualified vendors, the results of the sources sought will be used to determine if any Small Business Set-Aside opportunities exist using NAICS Code 811310 with a small business size standard of $7 Million. All Small Business Set-Aside categories will be considered. The Government requests that all companies, Large and Small, submit their business size. Vendors should appropriately mark any data that is proprietary or has restricted data rights.
