Solicitation Number: FD20201200705 Notice Type: Sources Sought Synopsis: This is a Sources Sought Synopsis announcement for planning purposes only and shall not be construed as a Request for Proposal or as any obligation or commitment, implied or otherwise, that any procurement will be accomplished. Responding to this request does not guarantee a contract will be awarded to the respondent. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status. This market survey is being conducted to identify potential sources possessing the engineering and manufacturing knowledge for a repair contract for the test and repair of the Angle of Attack (AoA) transmitters. These transmitters are used on the F-16 C/D, block 25/32 Fighter. The AOA Transmitters are safety on flight parts and have to be tested and repaired in accordance with specifications. This will be a one year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government does not have rights to the data for this requirement and a source qualification statement cannot be provided to interested parties. The market survey is for the following: This effort will require a period of one year based the schedule of events needed to have a successful program. Noun: Angle of Attack (AoA) transmitters System: F-16 NAICS code: 811219 INSTRUCTION (1) Relevant Experience to include performing engineering, manufacturing, inspection, and testing of the same or similar Angle of Attack (AoA) transmitters for government agencies during the last five years. (2) Company profile to include the following: A. Firm name and mailing and manufacturing facility location. B. CAGE code and DUNS number C. Small Business designation/status claimed. D. A brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and availability, complete drawings or technical data package that would be used in manufacture of this item, or any agreement or access to all appropriate data the government does not own or have the right to provide in manufacture of this item. Interested parties who believe that they can meet the military specifications to manufacture this part should contact the Government official listed in this synopsis. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. Response Date and Submission: Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for this item.
