THIS IS A SOURCES SOUGHT NOTICE. This is not a request for proposals. A solicitation will not be issued at this time. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 - New Mexico VA Health Care System (NMVAHCS), 1501 San Pedro Drive SE, Albuquerque, NM, Amarillo VA Health Care System (AVAHCS), 6010 Amarillo Blvd W, Amarillo, TX 79106, El Paso VA Health Care System (EPVAHCS), 5001 N. Piedras, El Paso, TX, 79930, Phoenix VA Health Care System (PVAHCS), 650 E Indian School Rd, Phoenix, AZ 85012, Northern Arizona VA Health Care System (NAVAHCS), 500 Highway 89 N, Prescott, AZ, 86313, Southern Arizona VA Health Care System (SAVAHCS), 3601 S 6th Ave, Tucson, AZ 85723, and Western Texas VA Health Care System (WTVAHCS), 300 Veterans Blvd, Big Spring, TX 79720 have a requirement for on-going residential remodeling, alterations, and repair of veteran patient homes, structures and other real property at the various residential locations throughout the southwestern United States. The intent of the project is to award Multiple Award Task Order Contracts (MATOC) via Multiple Award Indefinite-Delivery Indefinite-Quantity multi-trade construction contracts to include the following locations: The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 - New Mexico VA Health Care System (NMVAHCS), 1501 San Pedro Drive SE, Albuquerque, NM, Amarillo VA Health Care System (AVAHCS), 6010 Amarillo Blvd W, Amarillo, TX 79106, and El Paso VA Health Care System (EPVAHCS), 5001 N. Piedras, El Paso, TX, 79930. The type of work to be performed will be residential remodeling and renovation. The applicable NAICS code is 236118 Residential Remodelers. Residential construction contractors have a size standard of $33.5 million in average annual receipts. The resulting contracts will not have fixed unit costs. All contract work will be completed through individual task orders awarded for individual projects between the seven general geographic locations. Each task order will be priced individually and will include its own wage determination. These task orders will be competed amongst the IDIQ awardees. The term of the IDIQ Multi-Award Task Order Contract (MATOC) is intended to be a two (2) year Base Period from date of award, with three (3) one (1) year options to extend. Each task order will have its own completion date established. The solicitation is 100% Set-Aside for Small Business Administration (SBA) certified Small Businesses (SBs) that are capable of performing the requirements under the categories described in the solicitation when posted. Interested parties shall be required to be registered and certified in the SBA database. Registration may be accomplished at http://www.sba.gov/. It is anticipated that the MATOC will be divided by 3 Regions. The intent is to allow Small Business contractors the ability to select the Region(s) (Arizona, New Mexico or Western Texas) of interest in which the firm has the ability to perform. The Regions may reflect as follows: REGION I: ARIZONA; REGION II: NEW MEXICO; REGION III: WESTERN TEXAS It is anticipated that a Request for Proposals will be issued in April, 2013. Award of a Multiple Award Task Order Contract is contemplated by October, 2013. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), or Small Businesses (SB) capable of performing the requirements to warrant a solicitation set-aside. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of residential renovation projects (including references); (3) intentions of subcontracting program to include set-asides; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) documentation on company's bonding capacity and limitations; and (6) any other pertinent company documentation. The response date to this Sources Sought notice is March 20, 2013 at 4:00 pm. This market research is for informational and planning purposes only to determine if a SDVOSB, VOSB or SB set-aside is appropriate. The Government will not pay any costs for responses submitted.
