DRAFT R3 Contract Line Item Number Structure DRAFT R3 Program Statement of Work DRAFT R3 Maps FA8056-13-RFI-02-EGA Sources Sought Air Force Civil Engineering Commodity Council (AFCECC) Airfield Rubber/Paint Removal and Airfield Re-striping 20 February 2013 1.0 Description This is a sources sought for planning purposes only. The purpose of this sources sought is to obtain market information or capabilities for planning purposes as defined in FAR 15.201(e). This sources sought shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or service. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Participants are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this sources sought is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. The information requested will be used by the Air Force to facilitate decision making for potential future acquisitions. Please monitor the Federal Business Opportunities (www.fbo.gov) website for future information pertaining to this potential requirement. 2.0 Background The Air Force Civil Engineering Commodity Council (AFCECC) is seeking information on Airfield Rubber/Paint Removal and Airfield Re-striping in support of Air Force installations throughout the United States. The AFCECC is part of the Enterprise Sourcing Group (ESG) located at Wright Patterson AFB, OH. The mission of the ESG is to provide the U.S. Air Force cross-functional installation strategic sourcing and acquisition solutions. The ESG is the Air Force's centralized organization for executing enterprise-wide strategic sourcing of goods and services for Air Force installations throughout the United States. They utilize strategic sourcing best practices to continually improve and re-evaluate organizational purchasing activities, to improve quality and reduce costs for installation acquisition. The ESG uses cross-functional teams called "Commodity Councils" to strategically source goods and/or services at the enterprise level. We are conducting market research into the Airfield Rubber/Paint Removal and Airfield Re-striping industry to better understand the capabilities of the supply base. The initial scope of this research includes efforts for Airfield Rubber/Paint Removal and Airfield Re-striping. Currently, these efforts are typically procured, when needed, by each facility using a local base contracting office. The AFCECC seeks to develop a long term strategic sourcing contract vehicle to satisfy demand so facilities may place orders as needs arise. By leveraging resources, defining common requirements and specifications, we will simplify the acquisition process and reduce the lead time in the ordering process for the requesting location. There has not been any final determination concerning the number, scope and geographic coverage of requirements associated with this area of interest. 3.0 Requested Information The AFCECC seeks to learn from industry the unique aspects or procedures for Airfield Rubber/Paint Removal and Airfield Re-striping throughout the United States. We seek both large and small business respondents who are interested in supporting the Air Force’s needs. We are contemplating a small business set-aside and the input received will help us ascertain the interest, capability, and capacity of small businesses to perform on this effort. Reviews of available North American Industrial Classification (NAICS) codes/spend (3 year average annual receipts) suggests the following NAICS codes may be applicable for this sources sought: 237310 Highway, Street, and Bridge Construction, 236220 Commercial and Institutional Building Construction, 237990 Other Heavy and Civil Engineering Construction, 488119 Other Airport Operations. In accordance with Federal Acquisition Regulation (FAR) 36.204 and Defense Federal Acquisition Regulation Supplement (DFARS) 236.204, Disclosure of the Magnitude of Construction Projects, the estimated magnitude of construction for this effort is between $25M and $100M. Notice: The Air Force has non-government employees (i.e. contractor employees) assisting with its market research. These non-government employees, all of whom have signed nondisclosure agreements, will have access to industry responses. The above link will direct you to the online questionnaire. For your convenience, there is a PDF document that has all the questions so you and your company can review prior to starting the online questionnaire. You will need to have information such as your company’s DUNs number, basic employee data, revenue data, etc. for the past 3 fiscal tax years (or as best approximated). The PDF document is for reference only. The online questionnaire will be the source tool for gathering responses, please use the best available information or estimates. If you need to stop the survey during any time, you will be able to resume your session using the same computer from which you started. Individual capability briefs will not be accepted at this time. Interested parties are urged to monitor the official Government Point of Entry at www.fedbizopps.gov for future announcements regarding future needs.
