Description
The National Highway Traffic Safety Administration (NHTSA) has a requirement to procure support services for the Crash Injury Research and Engineering Network (CIREN) program. Support services for the CIREN program include performing independent, quality control functions through a detailed electronic review of data collected by the CIREN centers. In addition, it requires the contractor to be familiar with the complexities of the Oracle database used to store the National Automotive Sampling System (NASS) and CIREN Data for the purpose of generating generalized datasets for injury causation research. Line-by-line review of the coded data and critical reading of all text entries are necessary components of the CIREN quality control process, but the size and scope of the CIREN database are such that visual review cannot detect all the inconsistencies that are inevitably present in such a large endeavor. The contractor must possess in-depth familiarity with the data and the relationships between data elements to develop automated error checking routines (sometimes called "edit checks") that are installed in the database and run in real time to detect errors during the data input phase when they are more easily corrected. This procurement is anticipated to result in a sole source contract for NHTSA's acquisition of support services for the CIREN program to Indiana University's Transportation Research Center (TRC) as detailed in the attached Justification for Other Than Full and Open Competition. The justification is posted along with this synopsis of the action and a sample crash scenario so potential offerors other than Indiana University's TRC may demonstrate their ability to perform this work and be considered for solicitation for award of this action. Other potential offerors should submit a sample of a proposed edit check by February 20, 2013 that could be used to identify possible conflicts in coding or to test the accuracy of the coding within the sample case and prepare Bio-Tab coding for the attached sample case injury indicating the energy source, body region contacted, involved physical components, contributing factors and supporting evidence.
