- INTENT TO SOLE SOURCE The VA Pittsburgh Health Care System (VAPHS) intends to negotiate a sole source contract under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements) with UpToDate, Inc. for a 12 month subscription access to an on-line medical/clinical reference database encompassing over 9,000 unique Topic Reviews with 7,700 graded recommendations spanning over 45 medical specialties and subspecialties, over 5,000 fully integrated Drug Monographs, 125 evidenced-based medical calculators, along with other medical/clinical reference material for unlimited access for VISN 4 healthcare providers and other medical professionals from any facility within VISN 4. Subscription reference material emphasis is on internal medicine and internal medicine subspecialties including cardiology, dermatology, sleep medicine, emergency medicine, endocrinology, rheumatology, gynecology, infectious diseases, oncology, gastroenterology, hematology, and hospital medicine. The Justification and Approval for this action will be included as a part of the award notice. Simplified Acquisition Procedures will be used and the resulting contract will be a firm fixed price contract. The Period of Performance will be from March 1, 2013 through February 28, 2016. The NAICS Code is 519130 and the Size Standard is 500 Employees. This pre-solicitation notice serves as notice of intent to award a sole source contract and is not a request for competitive proposals and is not a solicitation or a request for offers. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirements of the solicitation and that competition would be advantageous to the Government. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement to the Contracting Officer within 3 calendar days of the date of this notice. Contractors must be actively registered in SAM (https://www.sam.gov/portal/public/SAM/) database to be eligible for award.
