- Description
- The scope of this project is to provide for design and construction to upgrade the existing Switch Station Switchboard located at Bldg No. 411, Naval Support Activity Naples, Capodichino, Naples, Italy. This project is design-build and includes the modification of current electrical configuration by relocating MV feeding lines and capacitor bank line, replacing digital protections relays, upgrading Direct Digital Control system and overhauling existing SF6 circuit breakers. Design considerations: New configuration shall allow the insertion of the existing capacitor bank keeping the bus tie open and shall feed Bus A and Bus B independently. Feeders A and B shall be equipped with digital relays to provide protections functions and network power quality metering functions and shall record all data on detected network disturbances for analysis purpose. Protection relays installed on loops feeding lines shall be replaced to adopt latest technology devices. Switchboard compartments shall be modified to house new devices. Protection/control/measurements devices and accessories shall be removed. All protection relays shall have characteristics of selectivity and settings adapted to the power system architecture and existing upstream and downstream protection devices. Implement logic discrimination in the nearby circuit breakers and time-based discrimination between circuit breakers that are far apart. New installed devices shall be compatible with and connected to existing Direct Digital Control. Back-up generators shall be temporary installed to feed some activities during the power outages. All certifications required to perform this work by Italian Law are required. The solicitation is anticipated to be a best value source selection using lowest price technically acceptable criteria. Evaluation criteria will be stated in the issued solicitation. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS PROCUREMENT WILL BE SOLICITED ON AN UNRESTRICTED BASIS. SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APPROXIMATELY 07 MARCH 2013 WITH A PROPOSAL RESPONSE DATE OF APPROXIMATELY 09 APRIL 2013, 2:00 PM CENTRAL EUROPEAN TIME (CET). The period of performance is completion of all work no later than 13 September 2013. The anticipated award date is no later than 31 May 2013. This project will be awarded as a firm-fixed price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The magnitude of construction is between $250,000 and $500,000. This contract requires a Performance Guarantee, see the issued solicitation for details. The following will be required to be submitted with your offer: a valid Italian SOA certification for OG11 Category II and a current Certificate of Camera di Commercio. A site visit will be conducted, see the issued solicitation for details. For planning purposes, the anticipated site visit date is the week of March 11, 2013. The Government intends to issue the RFP through the Internet at www.neco.navy.mil via https://euro.neco.navy.mil. All prospective offerors MUST register themselves on the website. Downloading via the above websites is the Government's only method of solicitation distribution and obtaining a planholders list. Amendments will be posted on the above website for downloading; therefore, it is the offerors responsibility to check the website periodically for any amendments to this solicitation.
