Description
Estimated solicitation issue date 11 March 2013, Estimated Close Date 11 April 2013 PR# - FD2030-13-00478 Nomenclature/Noun - Direct Current Generators NSNs - NSN: 6115991254902FL P/N: 43329106 Application (Engine or Aircraft) - KC-135 AMC - 3D, Sole Source to Flight Refuelling Limited, Cage Code U1918 Description: This item is an air-driven generator, part of the Multi-Point Refueling System, and powers the lamps of the illuminated drogue. Requested Delivery: 22 each per month beginning 31 October 2013 Qty: The current required quantity is 44 EA. However, the required quantity may change. Therefore, contractor shall provide proposed prices to the following ranges. If the quantity ranges provided in this solicitation do not provide the best pricing option then the contractor shall submit quantity ranges that yield the best prices to the Government based on the Min quantity of 11 EA and Max quantity of 66 EA. See clause 52.207-4. The quantity of this solicitation will be re-evaluated upon receipt of the contractor's proposal. Qualification requirements do not apply. EVALUATION OF PROPOSALS SUBMITTED WHEN QUALIFICATION REQUIREMENTS DO NOT EXIST (a) Either a complete and adequate data package is not available to be provided as a part of this solicitation, or special materials, facilities, tooling, or test equipment which may be required for performance are not available from the Government. Offers from firms not previously identified as sources for this requirement will only be considered when it can be determined prior to award that the item or services being offered will meet the Government's requirements. (b) Offers from firms other than those previously identified and listed below must submit with their proposal the following (as applicable): (1) Proof that you have previously provided, or are currently providing, the same or similar item to DoD or to an OEM. This can be a list of present or past Government contract numbers, with award dates, and Material Inspection and Receiving Report (DD Form 250). (2) A complete set of drawings. (3) Brochures describing your company's capabilities, with a facilities list showing plant equipment, machinery, special tooling, fixtures, etc. (4) Identification of your sub-vendors and processes they will perform. (c) The following previously identified source(s) need not comply with paragraph (b) above: Item No Name of Known Source(s) Cage Code NSN: 1560-01-522-1614FG Flight Refuelling Limited U1918 New Manufacture only. Surplus is not acceptable. Mandatory Language: Electronic procedure will be used for this solicitation. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. The rights to use the data needed to purchase this part from additional source(s) are not owned by the Government and cannot be purchased, developed, or otherwise obtained. Interested persons/firms may identify their interest by submitting a capability statement, proposal or quotation. This notice is not a request for competitive proposals. However, all interested sources may submit a capability statement, quotation or proposal that will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
