- Description
- This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to provide non-personal technical support for Deformation Analysis of Shallow Foundations on Granular Soils and Engineered Fills. The objective of this contract is the development of the next generation of design tools for the more reliable estimation of settlement and bearing resistance of shallow foundations on granular and engineered fills. In fulfilling this objective, the following issues shall be addressed: 1. Develop or refine accurate and reliable predictive tools and design guidance for the settlement (immediate and secondary) and nominal bearing resistance for shallow foundations on granular and engineered fills for bridge support, accounting for various loading conditions. 2. Establish the depth of influence for different footing geometries and depths of embedment on granular soils or engineered fills at both the SLS and strength limit state. This study will involve a detailed review and synthesis of the current state of practice for settlement and bearing capacity prediction methods based on common in-situ testing techniques. A comparison to the available load test and performance data information will also be performed with numerical modeling and additional load testing conducted throughout the course of the study to validate or define new prediction methods capable of defining the load-deformation behavior of shallow foundations. Design recommendations based on the results of this study will then be developed and published in a final report outlining recommended design guidance on an accurate and reliable predictive tool for settlement and bearing resistance of shallow foundations on granular and engineered fills for bridge support. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award a single Cost Plus Fixed Fee contract. The anticipated period of performance shall be within 36 months from the effective date of the contract. The solicitation will be issued on or about March 14, 2013. Offerors must have an approved accounting system to be eligible for award of a Cost Plus Fixed-Fee Type contract. This requirement is full and open competition pursuant to NAICS code 541330 with a size standard of $14.0 Mil. Any questions regarding this synopsis should be directed to Dana W.
