Please see attachments** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial services prepared in accordance with the Format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W81EWF23386648 is being issued as a request for proposal (RFP) with intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-60. The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Vicksburg, MS has a requirement for the following: ERDC has a requirement for material testing and analysis services to include characterization of certain physical, mechanical and performance characteristics of a specific non-woven geotextile fabric. In accordance with FAR clause 52.212-2, award shall be made to the responsible offeror whose proposal is determined to be the best value for the Government. Offerors shall submit 3 documents; 1) Technical Proposal, 2) Past Performance, and 3) Price Proposal. For information concerning this solicitation contact Olivia White via email at the above email address. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Technical Approach factor is the most important factor of the overall evaluation. Within the Technical Approach factor all sub-factors are of equal importance. The Technical Approach factor is more important than Past Performance, and significantly more important than Price. Past Performance is slightly more important than Price. All evaluation factors other than price, when combined, are significantly more important than price. Factor 1: Technical Sub-factor 1: Understanding the Requirements Technical sub-factor 1 will be evaluated to the extent to which the offeror proposes a solution that meets the requirements set out in the Performance Work Statement and proposes a technical approach to execute work to include listing of testing facilities, and equipment available for use during the project. Sub-factor 2: Corporate Experience Technical sub-factor 2 will be evaluated to the extent to which the offeror indicates specialized experience in providing test and analysis services of the type required under this requirement. Sub-factor 3: Individual Qualifications and Experience Technical sub-factor 3 will be evaluated to the extent to which the qualifications of the key personnel reflect the knowledge and experience required to perform the testing and analysis services and the certification of key personnel provided, as well as experience performing index and performance tests of this type for geotextile fabrics. Factor 2. Past Performance The degree to which the offeror's past performance is similar to these requirements and objectives and the degree to which the offeror's past performance demonstrated quality results within projected schedule and cost parameters. Factor 3. Price Price proposals will be evaluated for reasonableness by price analysis. The total contract price will be considered as an independent element from the technical evaluation. Price will be evaluated to determine the Offeror's understanding of the work and ability to perform the contract. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
