- This is a Combined Synopsis-Solicitation for Dry-dock and Repair services. This combined synopsis and solicitation for services is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A SEPERATE SOLICITATION WILL NOT BE ISSUED. The U.S. Geological Survey, WR Branch of Regional Research located in Menlo Park, CA seeks services to Dry-dock and Repair the U.S. Geological Survey Research Vessel Polaris. The R/V Polaris is 97 LOA with a 20 Beam; 114 GWT wooden vessel built in 1927. The vessel cannot be moved beyond the vicinity of the San Francisco Bay Sacramento River Delta. Due to the construction and age of the vessel, it must be put into a horizontal lifting dry-dock. The vendor shall provide all labor, equipment and materials to perform all repairs and modifications contained in statement of work. To have a quote considered, all vendors must provide a capabilities statement. Failure to provide this information will result in a non -responsive quote and removal from the award consideration. Period of work shall be conducted between: May 23, 2013 and June 24, 2013. Vessel is available for viewing weekdays between 0700 -1500 with prior notice. Please call 650-400-2861. Vessel is berthed at Port of Redwood City, Ca. Wharf 5. This solicitation document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-65. The solicitation number for this procurement is G13PS00211 and is issued as a request for quote (RFQ). This request is issued as a small business set-a-side. The North American Industry Classification System (NAICS) code is 336611 Ship Building and Repairing with an applicable size standard of 1000 employees. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER, NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR, AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount. Quote shall also contain all other documentation specified herein. EVALUATION/AWARD: The Government will award a purchase order to the offeror whose price is determined to represent the best value to the government. Evaluation criteria are as follows: Lowest Price Technically Acceptable. All offerors must be registered in the System for Award Management (SAM) which is a Federal Government owned and operated free web site that consolidates the capabilities in CCR/FedReg, ORCA, and EPLS. LATE OFFERS: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered.
