Description
Local Exchange Carrier (LEC) Services for Puerto Rico and Virgin Islands Request for Information Questions/Industry Input Needed This is a Request for Information (RFI) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. VA requires telecommunications voice services for the San Juan VA Medical Center main facility and all the satellite facilities within Puerto Rico and the Virgin Islands. In support of this effort, VA is conducting market research to identify Vendors that can provide the required services and to help further refine the requirement and establish the best acquisition approach. A draft Performance Work Statement is attached. Please note that requirements defined to date will likely change before a final request for proposals is released. Please note that requirements defined to date will likely change before a final request for proposals is released. 1.Please provide comments on the draft PWS in the following table format: PWS paragraph referenceFully(F)/Partially (P) or Not (N) metchange fromchange tocomment/rationale 2.Can the supplier provide the type of Voice services to each required location in accordance with the PWS? If there is a location the supplier can't provide services to, please note location(s) in your response. 3.If there are locations the supplier cannot provide the required service, what experience does the supplier have in partnering with other providers to either mitigate coverage gaps or deliver a more compelling LEC Services' solution? 4.What capability/experience does the supplier have in assuring LEC Services' customer service and operational support, and effective service level performance if the supplier is not an ILEC or CLEC? Describe the partnership model with other suppliers in this instance where LEC Services need to be obtained from another supplier and, then, subsequently provided to the VA. 5.Please provide a list of features that the supplier's voice service will support. Please indicate if the feature is priced separately. Examples: Caller ID, Call Forwarding, Caller redirect service, 3rd party billing block, and directory assistance calls. 6.For local calling do you offer Flat-Rate Calling services or is your service Measured Service? If measured, provide how cost is calculated i.e. per call, per minute. 7.For the San Juan Medical Center location, can the supplier support service redundancy, and route and/or circuit diversity? If so, please provide details. 8.Does the supplier currently offer these services under a Federal Supply Schedule Contract? If so, please provide the contract number and CLINs. 9.Please provide any Service Level Agreement(s) that would be associated with your services. 10. Does your service support the assignment of Telecommunications Service Priority (TSP)? Information on the TSP can be found @ Website: http://tsp.ncs.gov 11.Please provide a brief summary of your technical approach to meet the requirements. 12.Please provide a High Order Milestone Schedule (including total anticipated schedule length) for implementing the required services at the specified locations. 13.What is the supplier understands of the VA's LEC Services requirements? What modifications or additions to the requirements are recommended? 14.What is the supplier's account management model that will address the VA's customer service, reporting, and portfolio management requirements? 15.If required, what are the risk mitigation strategies that will be used to insure seamless transitioning of services from the existing provider? 16. Indicate the extent of participation by Veteran-owned and other small business categories for the performance of this work, including feedback helpful to aid VA with its planning goals to maximize participation of these businesses. Provide company business size and status as designated by the NAICS 517919 and the U.S. Small Business Administration (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). Submit responses and related information via email to: Ty.Senour@va.gov by 3:00 P.M. Central Standard time, March 8, 2013. We prefer that you submit your information in three volumes. Volume one should contain your responses to the draft PWS, Volume two should contain responses to the questions, and Volume three is for any additional information respondents would like to provide. All proprietary/company confidential material shall be clearly marked on every page that contains such. Responses should also include a short summary of your company's capabilities to provide local Telecommunications per the requirements. Include the name, phone number, and email address of the lead from your organization. VA reserves the right to not respond to any or all emails or materials submitted.
