Description
Wage Determination Evaluation Factors Additional Instructions to Offerors Performance of Work Statement Solicitation Document This is a combined synopsis/solicitation for the acquisition of non-personal services to provide Integrated Solid Waste Management located on Wright-Patterson AFB in Dayton, OH. This synopsis/solicitation is prepared in accordance with the format in FAR 12.6 and with additional information included in this notice. The solicitation number is FA8601-13-R-0026; the NAICS is 562111; and the small business threshold for this NAICS is $12,500,000.00. The proposed Indefinite Delivery, Indefinite Quantity acquisition is 100% SET ASIDE for small business concerns. For a better understanding of this qualification, please visit the small business link at http://sba.gov. This acquisition will be competed using a written Request for Proposal (RFP). All interested parties must provide a proposal package by the time specified below to the Government in order to be considered for award. Proposal packages shall include all data and information requested and shall be submitted in accordance with the instructions found in the attached "Instructions to Offeror" (FAR 52.212-1 and Addendum). Non-conformance with the instructions may result in an unfavorable proposal evaluation. This acquisition will utilize the Best Value technique to make an award decision. Please note that the Government DOES NOT intend to hold discussions; therefore, in order to be considered acceptable, the offeror must demonstrate a clear understanding of the required services as described in the attached Performance Work Statement. NOTE: A site visit will be conducted on March 7th 2012. After award of the contract, the successful contractor shall be required to submit a completed Quality Control Plan and a Safety and Health Plan. The successful contractor shall maintain liability insurance throughout the life of the contract. Proposals shall be accompanied by a completed FAR 52.212-3, Representations and Certifications (April 2012), Class Deviation 2012-0004; 252.209-7999 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law (Jan 2012) DFARS 252.212-7000-Offeror Representations and Certifications--Commercial Items, FAR 52.209-7-Information Regarding Responsibility Matters, and adhere to FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008). The Government's preferred method is electronic Representations and Certifications. This can be accomplished by registering in System for Award Management (SAM) at https://sam.gov and completing the on-line Representations and Certifications. Complete proposal packages are due by 12:00 PM Eastern on March 21th 2013 to: The Contracting Officer will review proposals based on the factors listed in this solicitation and the information furnished by the offeror. Before price is considered, the proposal must satisfy the technical requirements specified in the Performance Work Statement. Award will be made to the offeror whose proposal provides the best value to the Government, price, and other factors considered. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE PROPOSAL. IMPORTANT NOTICE TO CONTRACTORS: All prospective awardees are required to register at the System for Award Management (SAM) and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. Any award resulting from this solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payment (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow- Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at http://wawf.eb.mil/. Copies of all provisions and clauses, including Representations and Certifications, are available at http://farsite.hill.af.mil. Proposals AND completed representations and certifications (if not available in SAM), are due by 12:00pm Eastern on Thursday, March 21st 2013.
