(6) Contracting Office Address: 601 e. 12TH St., Room 647, Kansas City, Missouri 64106 (7) Subject: Repair of the Tuttle Creek Spillway Bridge in Pottawattamie County, Kansas (8) Proposed Solicitation Number: W912DQ-13-B-1008 (9) Estimated Closing Response Date: 26 March 2013 The solicitation will be available on or about 08 March 2013 on the FedBizOps website at www.fbo.gov. The Bids will be due approximately fifteen (15) days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $25,000 - $100,000 (12) Description: The U. S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for a construction contract for repair of the Tuttle Creek Spillway Bridge at Tuttle Creek Lake in Manhattan, Kansas. This solicitation will be issued as an Invitation for Bid (IFB) which will result in the award of a single firm fixed price (FFP) construction contract. Bids received in response to this solicitation will be evaluated in accordance with Federal Acquisition Regulations (FAR) Part 14 and award will be made to the lowest responsive bid from a responsible source. The general scope of work includes, but is not limited to; A portion of the existing expansion joint shall be removed and replaced at Joint 4 on the bridge deck of the Tuttle Creek spillway bridge. The work shall consist of furnishing all labor, equipment, materials and services required to remove a portion of the existing expansion joint, install a new steel armoring, and concrete repair in accordance with these specifications. The existing expansion joint to be removed and replaced is located on the attached plan. Approximately 30 feet of steel expansion joint shall be removed and replaced. The work shall also consist of furnishing all labor, equipment and services required to remove and replace the horizontal joint sealant at the Joint 4 and Joint 26 for the extents of the concrete repair. The locations where the joint sealant is to be removed and replaced are located on the attached plans. Approximately 30 feet of silicone joint sealant shall be replaced and approximately 2ft of preformed joint material shall be replaced. Contractor is responsible for all traffic control and safety procedures. The work shall also consist of furnishing Red-Line/As-Built drawings upon completion. The required date of completion of construction is twenty-one days after issuance of the Notice to Proceed (NTP) At this time, no options have been identified for this project. If the price schedule is changed to include any options prior to the release of the solicitation, the pre-solicitation announcement will be modified. If the price schedule is changed to include any options after release of the solicitation, the solicitation will be amended accordingly. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. In accordance with FAR 52.212-1(k) the prospective awardee shall be registered and active in the System for Award Management (SAM). In accordance with FAR Part 19, and in coordination with the Small Business Administration (SBA), all responsible Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Business, Service-Disabled Veteran-Owned Small Business, and Historically Black Colleges & Universities/Minority Institutions (HBCU/MI), sources may submit a bid, which will be considered by the agency. Small Business Concerns are strongly encouraged to consider Joint Ventures, Mentor-Prot g Agreements, Small Business Consortiums, and other innovative Teaming arrangements in order to leverage and/or consolidate bonding and financial capacities.
