Description
The Erie Veterans Affair Medical Center (EVMC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract that will be the "Best Value" to the Government based on evaluation factors and price. The project will be for the design and construction of converting the current laundry area into usable Administrative Office space. The Contractor shall furnish all labor, design, materials, supplies and travel to perform work under this project. The will include, but not be limited to: design, general construction, alterations, mechanical, electrical, plumbing, fire protection, utility systems, necessary removal of some existing internal structures, construction and certain other items. Note: This notice is not a request for proposal at this time. Project Scope The Design Build team shall provide all necessary disciplines for the complete design, site preparation (including demolition of existing un-used utilities) and construction of a new administrative office area complete with conference room, break room, male and female bathrooms, supervisors offices and administrative offices constructed with sound resistant walls and ceiling systems to be located at the existing site of the first floor laundry area of the Erie VAMC. The existing first floor laundry area consists of an approximate 4,600 square foot open area (exposed ductwork, water, steam and waste piping, electrical conduit) with unit masonry walls, vinyl flooring, exposed concrete structural columns and beams. Contractor shall provide AE design of designated area and completely prepare site for building operations, including demolition and removal of existing materials, and furnish labor and materials and perform work for "Renovate Laundry Area for Administrative Offices". The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost; any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government. The Contractor agrees to be responsible for the correct classification of workers The Contractor shall design, procure and construct all equipment necessary to provide a complete office area. The work shall include all design services, engineering, procurement, construction, commissioning, training, performance testing and construction management services. Administrative: This project is a "Best Value" two-phase design-build solicitation. All SDVOSB construction firms will be allowed to participate in Phase I of the solicitation. Phase I of the proposals will be evaluated to determine which Offerors will be selected to make an offer in Phase II of the solicitation. The Request for Proposal shall set forth the requirements for resonding to Phase 1 of the solicitation as well as all evaluation factors for both Phase I and Phase II. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulations (FAR) Parts 36.3 and 15 and will be evaluated in accordance with the evaluation factors therein. The solicitation will be advertised as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set aside. Applicable NAICS code is 236220 with a size standard of $33.5 million. The solicitation will be issued on or about March 11, 2013. The period of performance for the project shall be 350 calendar days from the Notice to Proceed issue date.
