- This is a Request for Information (RFI) For Planning Purposes Only and is Not a Notice of Solicitation Issuance. Response to this RFI is strictly voluntary and will not affect any company's ability to submit an offer if and when a solicitation is released. There is NO bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The U.S. Department of State, Office of Overseas Buildings Operations, is seeking information about potential sources interested and capable of providing services under North American Industry Classification System (NAICS) code 236220. Primary focus of work will be in the installation and the repair and replacement of Forced Entry/ Ballistic Resistant (FE/BR) products; i.e., doors, windows, opaque panels, glazing panels and vault doors that may include electrical, mechanical, and structural, blast, fire life-safety, physical and technical security upgrades and other directly related work. Comprehensive renovations may include structural, mechanical systems, controls, technical security systems, enhanced physical security features, supporting electrical infrastructure, fire and life-safety improvements, and similar work. This will include providing professional engineering services plus construction labor and materials to execute D/B projects, with on-site supervision to ensure project coordination and control throughout the life of the project. CONTRACT TYPE: It is anticipated that multiple awards will result from a solicitation. Indefinite Delivery Indefinite Quantity (IDIQ) Contract(s) will be issued for one (1) base year plus four (4) option years. Work will be designated in individual firm-fixed-price task orders with scopes of work (SOW), bid between qualified contractors and evaluated based on lowest-price/technically-acceptable (LP/TA). Subsequent to contract award at the conclusion of Phase II, all work will be specified in task orders. The evaluation of the contractors' task order proposals and the placement of task orders will comply with all applicable requirements of FAR 16.505. The total range of work on which the offerors will be able to bid each contract year is anticipated to be between 10,000,000 and 30,000,000. The IDIQ contract award process typically will include a pre-proposal site visit to review the scope of work/design, a task order proposal submittal from each qualified contractor for the FE/BR construction/installation and work to accomplish, and the issuance of a fixed-price task orders. This requires the selected offerors to perform both architecture/engineering and construction under the contract and in the individual task orders. The offerors may be an integrated D/B organization that possesses architect, engineering, and construction capabilities, or it may be a joint venture. The offeror may also be a construction or FE/BR installation firm as the prime entity with architect/engineer as sub-contractor, or vice versa. SPECIAL REQUIREMENTS: Contractor personnel (subcontractors and A/E partners) requiring access to classified information domestically must possess Secret facility and personnel clearances. At overseas locations, contractors requiring access to classified information or Controlled Access Areas (CAA) must possess Secret or Top Secret personnel security clearances prior to deployment to the site. Specific security clearance requirements will be delineated in each task order. Some tasks orders will require the contractor to provide Top Secret cleared personnel eligible for COMSEC/crypto access. Task orders will be bonded at a 100% of the task order amount. Irrevocable Letters of Credit (ILOCs) will be acceptable for individual task orders in lieu of surety bonding. ILOCs will be required for and in the amount of each individual task order. ADDITIONAL INFORMATION REQUIREMENTS Questions and comments are highly encouraged. Submissions of interest and/or statements of capability in the requirement mentioned above should include the following information, taking into consideration that the information will not be used for a procurement action: (1) A reference to "Worldwide FE/BR IDIQ Sources Sought" of this announcement; (2) Company Name and Address; (3) Company point of contact name, phone, fax, and e-mail; (4) Company DUNS. (5) Company Size (Small or Large according to the NAICS listed below); (6) If your company is a Small Business, specify if your company is or is not each of the following: (a) Small Disadvantaged Business; (b) HubZone Business; (c) Woman-Owned Business; (d) 8(a) Business; (e) Veteran Owned Business; (f) Service-Disabled-Veteran-Owned Small Business; (7) Any teaming arrangements; (8) A brief capabilities statement package (no more than 5 pages in length, double spaced, 12 point font minimum) demonstrating ability to perform the specific requirements discussed above. (9) A brief outline of previous projects, specific work previously performed or being performed; and (10) Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. The objective is to compete this requirement on a full and open basis. A decision to set aside all or part of this requirement is dependent on a review of the information submitted in response to this sources sought. In addition to searching the market for qualified vendors, the results of the sources sought will be used to determine if any Small Business Set-Aside opportunities exist using NAICS Code 236220. All Small Business Set-Aside categories will be considered. The Government requests that all companies, Large and Small, submit their business size.
