Description
The U.S. Army Corps of Engineers - Rock Island District, is seeking System for Award Management (SAM) database registered businesses capable of performing work that includes, but is not limited to: The complete refurbishment of the mechanical and electrical equipment for a single 250KW, 375 HP vertical propeller type hydro turbine and generator (GE Alternating Current Generator, Type ATT40-312-180, Form V, 480 Volt, 180 RPM, P.F. 0.8) operating at a maximum of 16 feet of head. Complete disassembly, evaluation and recommendation report on the condition of the existing generator shall be included as part of the project scope. The recommendation report shall include evaluation of the overall condition of the Stator and Rotor to include all insulation, conductors, and electrical components of the generating unit. The condition of the generator shaft, shaft bearing journals, rotating and stationary bearing surfaces shall be measured and evaluated. Windings for the stator, rotor, and generator housing shall be cleaned. Replacement of the thrust and wearing surfaces of the upper and lower bearings, lubricant replacement, packing and packing gland replacement and any gaskets shall be included in the repairs. Complete disassembly, evaluation, measurement and a recommendation report on the condition of the existing turbine shaft intermediate bearing shall be completed. The recommendation report shall include evaluation of the overall condition of the bearing assembly rotating shaft and stationary bearing wear surfaces. Replacement of the wearing surfaces of the intermediate bearing, lubricant replacement, packing and packing gland replacement and any gaskets shall be included in the repairs. The hydro turbine wicket gates and linkages shall be disassembled, measured and evaluated with a written report provided to determine the overall condition of all wicket linkage components, head cover and the stationary components of the hydro turbine prior to repairs and replacement. Repairs shall include replacement of all bushings, linkages and pins. Wicket gates and Wicket Shafts shall be replaced. Measurement mapping, alignment positioning and re-boring of the larger stationary hydro turbine components shall be completed to restore wicket operation and provide uniform positioning of the wicket gates. The hydroturbine wheel shaft and runner shall be removed and disassembled. The wheel shaft shall be replaced to original factory dimensions and tolerances. The runner shall be measured and evaluated in a condition assessment report. The existing runner shall be reassembled with new key on the new wheel shaft for reassembly. The Gate Shaft and linkages shall be removed and refurbished. All bushings, worn linkages and push/pull pins shall be replaced. The components of the hydroturbine below the operating floor of the powerhouse building that are not disassembled and removed as part of the repairs shall be blasted and painted in place with a new vinyl coating system. All components removed or replaced shall be shop blasted and painted prior to reassembly. The complete refurbishment of the existing Governor (Woodward Gateshaft Mechanical Governor, Type HR, 5000 Foot-Pounds Torque, Size: 6x12, No. 6601) Control Accessories and Hydraulic Servo Motor. This work shall also include refurbishment of the mechanical flyball Speed Switch Assembly located a top the generator unit. The complete refurbishment of the existing Woodward Hydraulic Rotary Gear Pump and Air over Oil Pressure Tank, Unloader, Check valves and Relief valves. The pump unit is a Size 22, No. 6601 with a 220/240 Volt, 6.12/3.06 Amps electric motor and chain drive. Replacement of the existing generator DC Current Exciter with a new compatible solid state exciter. The physical location of the hydro turbine and generator shall require the use of floating plant with crane, moored adjacent to the auxiliary lock chamber and power house, to perform the necessary hoisting operations in the completion of the project. The powerhouse building that encompasses the hydro turbine and generator unit shall require a portion of its cast-in-place structural concrete and clay tile hipped roof be removed to access the equipment. A newly designed removable roof section shall be reinstalled upon completion of the repairs with the exterior to match in likeness to the original. Refurbishment shall combine both restoration and replacement of mechanical and electrical equipment to repair the hydro turbine, generator and accessories to original manufacturer's dimensions for all components replaced. All original operating tolerances of the machinery shall be restored. Due to the proprietary nature of this equipment coordination is required with the original manufacturers or subsequent parent companies holding the information necessary to obtain replacement parts, original dimensions, technical support and drawings shall be sought out to procure the required parts, information and services to complete the repairs to the hydroturbine, generator, governor and rotary pump. This is construction project with an estimated range of $1,000,000 to $5,000,000. The North American Industry Classification Standard (NAICS) Code is 237990, Other Heavy and Civil Engineering Construction with a corresponding size standard of $33.5 Million. The work is to take place at Lock and Dam 15, located in Rock Island, IL. All interested System for Award Management (SAM) database registered businesses are encouraged to respond to this Sources Sought Notice. Contractors are reminded that THIS SOURCES SOUGHT NOTICE IS NOT AN INVITATION FOR BID OR REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential and capable System for Award Management (SAM) database registered businesses prior to determining the method of acquisition. Responses to this Sources Sought Notice shall not constitute responses to the solicitation, which is not currently available. This Sources Sought Notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition is in the Government's best interest.
