Description
Map of Survey Areas Statement of Work Standard Form 330 - Architect-Engineer Qualifications The USDA Natural Resources Conservation Service in Michigan is seeking qualified firms to provide boundary survey services for all NRCS Easement Programs. These services are being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6 (Architect-Engineering Services). The Contractor shall be a professional, licensed surveyor registered in the State of Michigan. Boundary survey work shall consist of performing all surveys, measurements, computations, drawings, and descriptions as detailed in the attached scope of services. This acquisition is set aside for Small Business. The designated industry group for this acquisition is NAICS code 541370, Surveying and Mapping (except Geophysical) Services, which has a size standard of $14 million. This office intends to award three (3) contracts as a result of this notice, one with a different vendor for each of the following geographic areas. No vendor will be awarded more than one area, but vendors must specify the area number(s) for which they want to be considered. For example, a vendor may submit for consideration for all areas 1 through 3, but only one contract for one area could be awarded to that contractor. The type of contract to be awarded will be an Indefinite Delivery/Indefinite Quantity contract; work will be ordered through the issuance of individual task orders on an as-needed basis beginning approximately May 1, 2013 through April 30, 2014 for the base year, with the option on the part of the Government to renew for four (4) separate option periods of one year each. The minimum the Government must order per contract is no less than $500.00 in services during the contract period. The maximum the Government may order per contract in the base year and any individual option years shall not exceed $30,000.00 per contract. Area 1 Counties of: Alger, Baraga, Chippewa, Delta, Dickinson, Gogebic, Houghton, Iron, Keweenaw, Luce, Mackinac, Marquette, Menominee, Ontonagon, and Schoolcraft. Area 2 Counties of: Alcona, Alpena, Antrim, Arenac, Benzie, Charlevoix, Cheboygan, Clare, Crawford, Emmet, Gladwin, Grand Traverse, Iosco, Kalkaska, Lake, Leelanau, Manistee, Mason, Missaukee, Montmorency, Ogemaw, Otsego, Osceola, Oscoda, Presque Isle, Roscommon, and Wexford. Area 3 Counties of: Allegan, Barry, Bay, Berrien, Branch, Calhoun, Cass, Clinton, Eaton, Genesee, Gratiot, Hillsdale, Huron, Ingham, Ionia, Isabella, Jackson, Kalamazoo, Kent, Lapeer, Lenawee, Livingston, Macomb, Mecosta, Midland, Monroe, Montcalm, Muskegon, Newaygo, Oakland, Oceana, Ottawa, St. Clair, St. Joseph, Saginaw, Sanilac, Shiawassee, Tuscola, Van Buren, Washtenaw, and Wayne. SELECTION CRITERIA Firms will be evaluated and ranked using the following selection criteria: 1. Professional qualifications necessary for satisfactory performance of required services. The Surveyor must be a licensed registered land surveyor in the State of Michigan. Evaluation will include the level of formal education, the number of years licensed, and involvement in professional activities/organizations. 2. Specialized experience and technical competence in the type of work required. Evaluation will be based on knowledge of local survey practices, records research, experience conducting rural or conservation easement boundary surveys, and the approach used on previous surveys to solve problems resulting from conflicting title or physical evidence. Include with this item a sample surveyor's report accompanied by a plat identifying a boundary conflict and providing an appropriate conclusion or suggested solution. 3. Capacity to accomplish the work in the required performance time. Evaluation will be based on ability to accomplish multiple work orders to completion within performance time and the ability to add personnel and/or consultants to complete work on time. 4. Past performance on contracts with Government agencies and private industry. Evaluation will be based on the firm's past experience with other government agencies and the private sector in performing the requirements described; cost control, quality, and timeliness of performance under previous contracts. References, including names and telephone numbers, must be provided. 5. Location in the general geographic area and knowledge of the locality of the project area. Evaluation will be based upon the firm's location in relation to the geographic area for each of the award areas for which they wish to be considered and knowledge of the locality of the project. For firms outside the general project area(s), provide a plan to provide service in a cost effective manner. Firms must clearly indicate the office location where the work will be performed for each area. 6. Demonstrated experience with similar types of projects in the State of Michigan within the last five (5) years. Evaluation will be based on the firm's experience in having conducted similar legal boundary surveys in the State of Michigan within the last five (5) years. SUBMISSION REQUIREMENTS Firms which meet the requirements described in this announcement should submit an original and four (4) copies of Standard Form (SF) 330 Part I Architect-Engineer Contract Specific Qualification and Part II Architect-Engineer General Qualifications, as well as additional documentation as noted above to address each of the six (6) evaluation factors, not later than 3:00pm EST on March 22, 2013, to the attention of Gay Mullen, Contracting Officer, at the contracting office address listed in this notice. Please limit narrative responses to one (1) page per evaluation factor. Only those firms responding by the time listed above will be considered for selection. This is NOT a Request for Proposals, but a Request for Qualifications. All contractors must be registered in the System for Award Management (SAM) to be considered for an award. This website consolidated the Central Contractor Registry (CCR) and Online Representations and Certifications Application (ORCA). Please make sure you verify in the SAM website (www.sam.gov) that your registration is up-to-date. Email and Facsimile transmissions will not be accepted. Solicitation packages are not provided and no additional project information will be given to firms during the announcement period. After an initial evaluation, the most highly rated firms will be selected. Selected firms will then be sent a solicitation to provide their proposals. Interviews for the purpose of discussing prospective firm's qualifications may be conducted either in person or by teleconference.
