- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Div has a requirement for 10 (ten) each COBHAM DEFENSE ELECTRONIC P/N AST-1492BB and 20 (twenty) each P/N AST-1492B Cavity Backed Spiral Antennas. Firm Fixed Prices are being solicited. This requirement is a being issued as a sole source to COBHAM DEFENSE ELECTRONIC, SENSOR AND ANTENNA SYSTEMS, 305 Richardson Road, Lansdale PA 19446. THE GOVERNMENT DOES NOT OWN A TECHNICAL DATA PACKAGE (TDP) SUITABLE FOR FULL AND OPEN COPETITION OF THESE ANTENNAS BECAUSE THE GOVERNMENT HAS NOT ACQUIRED COBHAM PROPRIETARY DATA FOR THESE ITEMS. AT THIS TIME, THERE ARE NO FUNDS TO SUPPORT PROCUREMENT OF A LEVEL III DRAWING PACKAGE, REVERSE ENGINEERING EFFORT, OR LICENSING AGREEMENT. IN ADDITION, THE ADDITIONAL COST AND TIME DELAY ASSOCIATED WITH DOING SO ARE UNACCEPTABLE TO THE GOVERNMENT AND FAIL TO MEET MISSION REQUIREMENTS. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-13-T-0104; is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
