Sources sought/Request for information (RFI) for Small Business Title of the Project: CERDEC System Engineering, Architecture, Modeling, and Simulation Support Solicitation Number Agency: Department of Army Office: Army Contracting Command Location: Various Notice Type:Sources Sought/Request for Information for Small Business Response Date: 10 Business Days Classification Code: D - Information Technology Services, including Telecommunications Services NAICS: 541330 - Engineering Services This is a Request for Information (RFI) only. Do not submit a proposal or quote. Interested capable small business contractors are invited to provide responses to the following questions. Please provide responses if you can support some or the entire requirement, highlighting the specific areas. Responses should follow this format and submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. If you identify your company as a Small Business or any of the SB subcategories as stipulated in Question #2, then is your company interested in a prime contract. 4. If your company is unable to respond to this request due to incomplete information what information would be needed to allow your company to respond. REQUIREMENT - Contractor shall provide capabilities statement for the following: A.Software activities requiring delivered source, binary, and documentation. Including documentation of processes, reviews, reports, and studies. Army Enterprise Architecture Department of Defense Architecture Framework (DoDAF) Architecture and Unified Modeling Language (UML) Development and related tools to include: oIBM Rational System Architect oIBM Rational Dynamic Object-Oriented Requirements System (DOORS) oIBM Rational Rose oBPWIN / Integrated Definition (IDEF) Modeling Commercial / Military satellite networks (space and ground systems) and radios. Commercial and Military Communication Protocols and Waveforms Army and Joint communication systems Modeling and Simulation tools and environments to include: oOptimum Network Performance (OPNET) Modeler OPNET Modeler, TMM - Terrain Modeling Module, Wireless, MPLS - Multiprotocol Label Switching, IPv6 - Internet Protocol version 6, ODK - OPNET Development Kit, HAIPE - High Assurance Internet Protocol Encryptor. OPNET IT Guru Network Planner, OPNET IT Transport Planner, OPNET VNE - Virtual Network Environment and OPNET ACE - Application Characterization Environment oJoint Communications Simulation Systems (JCSS) oQualNet oMatrix Laboratory (MATLAB) and SIMULINK oNetwork Simulation 2/3 oIxia - IxNetwork oIxia - IxAutomate Performance using the above products at Government facility utilizing existing Government licenses. Performance may be done at contractor facility by agreement of the Government. B.Programmatic Support Participation in engineering meetings (at the meeting site or via teleconference). Performance of system (engineering studies; develop architectures, use cases with associated requirement mapping documentation, and reporting. Utilization of the tools noted above; development, modification, testing, and execution of communication models and simulations. C.System Engineering Development of studies, white papers, and reports. These reports may be based on information derived from architecture development and / or modeling and simulation (M&S) scenarios. D.Architecture Development 1.Development of DoDAF compliant architectures using IBM Rational System Architect to include All Views, Operational Views, System Views, and Technical Views. The All Views One (AV-1) product shall include a Technical Reference Model (TRM). 2.Development of UML compliant diagrams (e.g. use case diagrams). Usage of standard tools such as telelogic's system architecture and DOORS, or IBM Rational Rose, however, other products may be used with approval from the Government. Deliverables with binary objects and data necessary to configure the product on similar environment. Documentation needed to install, understand and maintain the products. 3.Development of HTML / XML based versions of products identified above. 4.Development of other supporting documentation associated with architecture products such as design specifications, user's manuals, or other required documents. 5.Development of an Information Support Plan (ISP) and other JCIDS (Joint Capabilities, Integrating and Development System) and required documentation in support of DoD system acquisition. E.Modeling and Simulation Installation, creation, modification, of run models as required by CERDEC. Gathering and analyzing the modeling results, and providing reports defining the results. The contractor shall: 1.Investigating, designing, leveraging and integrating modeling results with ongoing SEAMS R&D efforts. 2.Updating the system to reflect the changes resulting from the modeling effort, and provide updates to appropriate documentation. 3.Assisting in the development of new M&S capabilities as required for training purposes, mission planning, rehearsal, and sustainment, etc. 4.Maintaining, and when necessary, modify the models to support required SEAMS engineering decisions. 5.Providing field engineering support to analyze and evaluate field test data of system performance. F.Test and Evaluation Testing and Evaluating (T&E) support in all phases of the life cycle, to include reviewing of test plans and procedures for accuracy and adequacy; designing tests including planning test resource requirements; witness tests and provide technical support; prepare coordinated test plans in accordance with appropriate Army regulations; and analyze/evaluate test results and prepare independent evaluations of systems performance. Developing/contributing to C4ISR guidelines/plans/policies, analyses and reviews that require expertise in the areas of TEMP Preparation/Review, Test/Evaluation Report Review, TRRs, T&E WIPTs, etc. G.Verification, Validation, and Accreditation (VV&A) Verifying, validating, and testing architecture, modeling and simulation, and system engineering products as applicable in accordance with MIL-STD-3022Supporting system accreditation activities. H.Equipment Purchases - Government approved purchasing system. I.Technical Support 1.Knowledge of current and future Army, DoD, Joint, and multinational communication networks, systems, waveforms, and protocols. Examples of future Army systems (but not limited to) are Army Brigade Combat Team Modernization, Joint Tactical Radio System (JTRS) and Warfighter Information Network - Tactical (WIN-T). Examples of military waveforms are Wideband Network Waveform (WNW), Solider Radio Waveform (SRW), Highband Network Waveform (HNW), Netcentric Waveform (NCW), Single channel Ground and Airborne Radio System (SINCGARS) System Improvement Program (SIP), Enhanced Position Location and Reporting System (E-PLRS), etc. 2.Producing, modifying, and reviewing system-engineering studies, whitepapers, plans and reports. Technical reporting on an as required basis, typically upon completion of system engineering support provided for a specific event. Including the functions associated with a technical editor. 3.Reviewing, analyzing, developing and modifying architectural products, for the Government in the format associated with those tools. Delivering all binary objects and data necessary for configuring and executing those products in a similar developmental environment. Delivering supporting documentation associated with the design and use of those architectural products. Developing other architectural documentation necessary to support the requirements of the PWS. Including ISPs (Information Support Plan) or other JCIDS. 4.Preparing and / or assisting in the review of M&S technical design documentation. Documenting in the form of a Model Lifecycle Report, which will be provided by the Government. Reviewing, modifing, or developing M&S models and tools. Developing, modifing, and executing M&S scenarios using the environments listed above. 5.Reporting on the results of each M&S effort. Including statistics from the models. Identifing all M&S design / implementation flaws in a report to the Government. Assisting SEAMS with resolving any flaws identified during the technical reviews. 6.Preparing verification and validation plan and report of architecture products and M&S excursions / scenarios and the underlying process / node models based on the MIL-STD-3022. Providing technical knowledge to assist the Government's Verification &Validation (V&V) agent to: Developing verification and validation (V&V)? Planning that includes appropriate V&V techniques and procedures. Implementation of techniques and procedures in V&V plan against the unit under test. Including: oModifing model scenarios and experiments / use cases, and determine if expected results were obtained. oDeveloping and modifing component / process / protocol models using the Modeling environment. oExamining key algorithms to ensure they are accurate and appropriate. oPerforming code walkthroughs. Determining the degree to which the code conforms to the design and to assess the quality of the input data and the appropriateness of their preparation. oEnsuring data maintains its accuracy and integrity. oAnalyzing results and determining if they agree with acceptability criteria as defined by the Government. oReporting the V&V findings to the Government in the form of a MIL-STD-3022 compliant V&V report. PERIOD OF PERFORMANCE / PLACE OF PERFORMANCE The period of performance shall be a base period of 12 months from date of award with one 12 month option periods for a total of 24 months. Performance will take place at the contractor's facility along with Government facilities located at the following locations: Fort Dix, N.J.; Lakehurst, NJ.; Fort Huachuca, AZ.; Fort Bliss, TX.; Aberdeen, MD; Fort Belvoir, VA and Tampa, FL. Additional performance may take place at the awardees facilities as agreed to by the government. SECURITY SECRET Facility Clearance with NO safeguarding requirements. Accessing COMSEC INFORMATION, For Official Use Only (FOUO) information. Accessing SIPRnet may be required at Government sites Only. Accessing classified information at another contractor's facility or Government activity. Using the services of Defense technical Information Center (DTIC). Performing IT sensitive duties are subject to investigative and assignment requirements. All Contractor personnel performing work on this Contract shall possess a minimum of a SECRET US Government security clearance. New Software requirements may require additional clearances. Completion of AT Level I training. This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to government installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: https://atlevel1.dtic.mil/at. Completion of iWATCH training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award. Compliance with FAR 52.204-2, Security Requirements. This clause involves access to information classified quote mark Confidential, quote mark quote mark Secret, quote mark or quote mark Top Secret quote mark and requires contractors to comply with- (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M); any revisions to DOD 5220.22-M, notice of which has been furnished to the contractor. Completion of OPSEC Training. Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty. All contractor employees must complete annual OPSEC awareness training. Registration of Employees in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter. Completion of the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment. (IA)/information technology (IT) certification. Per DoD 8570.01-M, DFARS 252.239.7001 and AR 25-2, the contractor employees supporting IA/IT functions shall be appropriately certified upon contract award.
