- The General Services Administration is requesting proposals for rapid building energy assessments (RBEAs) for the General Services Administration to meet energy audit goals contained in the Energy Independence and Security Act of 2007 (EISA 2007) Section 432 that requires evaluations of energy and water usage once every four (4) years for every covered facility. The successful offeror will deliver the required RBEAs for fifty (50) GSA facilities for a base contract year. The contract will have three one-year option periods for an additional 50 buildings each option year. RBEAs will be conducted entirely from electric interval usage data and building physical asset data information. RBEAs will be due within twenty-one (21) days of GSA providing the required data to the Contractor. In addition to the RBEAs, GSA requires ongoing monitoring and verification and support and maintenance services for each building for the duration of each contract year. Contractors may not physically inspect the buildings and all reports will be electronic. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the best value to the Government. The Government considers technical factors more important than price. The technical factors in descending order of importance are the offeror's RBEA product offered; the offeror's web portal supporting the RBEA product and ongoing support offered; and experience providing RBEAs and ongoing monitoring, verification and support of RBEAs. Price will be an annual price for the 50 buildings. The average size of a building is 700,000 gross square feet. Technical and price responses to the solicitation are due no later than 2:00 p.m. on March 15, 2013. Proposals must be emailed to the Contracting Officer by the due date and time. This procurement is set aside for small businesses. The NAICS Code for this procurement is 519190.
