Description
The NAVSUP Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office intends to issue a Request for Proposal (RFP) for a contract containing both Cost Plus Fixed Fee and Firm Fixed Price line items for the acquisition of educational and training services, engineering and technical services, logistics, administration, management assistance, consulting and facilitation services, and transportation support services for the Naval Education and Training Security Assistance Field Activity (NETSAFA). These services may be required in various locations in the U.S. or in foreign countries and may include support to foreign governments with formal and informal schools and courses, mobile training teams, and mobile education teams under the auspices of the Security Cooperation Education Training Program (SCETP)/Security Assistance Training Program (SATP). These services are currently being provided by Booze Allen Hamilton Inc of McLean, VA under contract N00189-08-C-Z105. The follow-on procurement will be solicited on a full and open basis. Solicitation N00189-13-R-Z018 will include a requirement for a one-year base period of performance commencing 1 October 2013 through 30 September 2014 and contain provisions for four (4) additional, twelve (12) month option periods. This requirement will be evaluated on a best value basis; therefore, the RFP may require the submission of cost/price, past performance, and technical capability for the consideration of the Government. All responsible sources may submit a proposal that shall be considered by the agency. The closing date for receipt of proposals will be established in the RFP. The applicable North American Industry Classification System (NAICS) Code and size standard are 611430 and $10.0M, respectively. The solicitation will be made available electronically, upon its release, at the NECO web address: www.neco.navy.mil.
