Description
This announcement is part of a series of Requests for Information (RFIs) for the Federal Aviation Administration ™s (FAA) NextGen Weather Processor (NWP) Program. Amendment 0001 requests the use of the attached Comment Review Matrix. Purpose of this RFI This RFI seeks industry comment regarding the information described below and its corresponding attachments. Industry is requested to use the attached Comment Review Matrix (CRM) to provide their comments. Also included are questions for industry from the program to be answered separately. This NWP RFI has four parts, as follows: I.Draft NWP Requirements Documentation II.Draft GFI Software Information III.Planned Program Milestones IV.Questions to Industry The program has attempted to provide the most current documentation. However, all documentation is subject to revision. Part I: Draft NWP Requirements Documentation The following attachments are included for vendor review and comment: Attachment 1:Draft NWP Section C Attachment 2:Draft NWP Contract Data Requirements Lists (CDRLs) & Data Item Descriptions (DIDs) Attachment 3:Draft NWP SSD Attachment 4:NWP Display Requirements Summary Part II: Draft GFI Software Information Industry has requested release of certain information pertaining to documentation about NWP GFI software. The NWP Program is making available the following documentation as part of this RFI for vendor review and comment: Attachment 5:GFI Package Description Attachment 6:Technical Description Document (TDD) Attachment 7:Product Description Document (PDD) Attachment 8:GFI Evaluation Report Attachment 9:Sample Module Code Attachment 10:Download Instructions Attachment 11: Comment Review Matrix Part III: Planned Program Milestones All dates provided below are tentative and subject to change pending Program approval. RFI #5 “ February 12, 2013 Vendor Meetings “ March 2013* SIR Release “ 4th Quarter FY 2013 Contract Award “ 3rd Quarter FY 2014 Test Readiness Review “ 1st Quarter FY 2018 Key Site Initial Operational Capability (IOC) “ 3rd Quarter FY 2019 *Depending on the number of vendor responses received from this RFI; all, some, or none of the vendors may be invited to meet with the FAA for information gathering. Part IV: Questions to Industry 1.Cloud Computing: With the adoption of cloud computing as an integral component of the Office of Management and Budget ™s œ25 Point Plan to Reform Federal Information Technology Management (December 9, 2010) , the FAA has been exploring cloud computing technology and identifying a potential implementation approach. The FAA ™s plan is outlined in a recently developed strategy document œFAA Cloud Computing Strategy, version 1.0, May 2012 . The NWP Program is interested in possibly utilizing cloud technology as an Infrastructure as a Service (IaaS). Based on the NWP documentation provided above, what would be the benefits and risks to the program if the program were to utilize a cloud-based solution? 2.Display: Based on the information provided above (Attachment #4 NWP Display Requirements Summary), what are the risks to NWP if the program were to only use a web-based display? 3.Duration to Initial IOC: Based on the information provided above (Attachment #3 Draft NWP SSD), how long will it take (i.e., rough schedule estimate) to deliver all the NWP requirements from contract award to IOC? Please identify any items that would mitigate the risk to reaching IOC. Responses This announcement is a request for comments only. The FAA does not guarantee that procurement will occur, nor is this release a commitment by the FAA to enter into a contract with any vendor. This announcement is not a Request for Offer. The FAA is not seeking or accepting unsolicited proposals. After review of the responses, the CO may seek additional information, one-on-one meetings, or both. A response does not guarantee that you will be included in one-on-one meetings, should they occur. The FAA will not pay for any information received, costs incurred, or activities pertaining to preparation of a response. All costs associated with submissions are solely at the expense of the responders. Responses containing proprietary information, although not prohibited, are discouraged. If a response contains proprietary information, the responder must prominently so indicate on the response and clearly mark all such information. Responses and all questions must be directed in writing to the CO, William A. Willenbring, AAQ-330, via email at Bill.Willenbring@faa.gov. Responses are due February 27, 2013, at 2:00 P.M. Eastern Time. Responses are limited to 20 pages, 12-point font on letter size paper with one-inch margins. Response format may be in Microsoft Word, Excel, or PDF. The maximum size of any e-mail response must not exceed 10 megabytes. The front cover of any submission must include responder ™s point of contact information, including name, telephone number, email, and mailing address.
