- This special notice was changed to include more detailed information about the draft solicitation and program requirements. Please also note that a deadline for all questions and comments has been added for 3:00 pm EST hours on March 1, 2013. Through various Advanced Technology Objectives (ATO's), Communications, Command, Control, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) initiatives and integrated Systems Integration Laboratory (SIL) activities and other programs, the US Army RDECOM, CERDEC, I2WD Cyber Offensive Operations Division is leading efforts to improve the ability to counter Improvised Explosive Devices. The proposed acquisition will provide characterization and replication support of threats being used against the war fighter. The services to be acquired include engineering, limited prototyping for exploitation, test and evaluation, as well as validation on targets of interest. The purpose of this contract is to respond to the Oversees Contingency Operation requirements by delivering emerging research and development technology to the war fighter. The period of performance for this effort is twelve (12) months from date of award with one (1) twelve (12) month option period. This is a draft solicitation is posted for industry comments only. This is not an official request for proposal. It is anticipated that the formal request for proposal will be issued in March 2013 and will remain open for a period of forty-five (45) days. Offerors must comply and meet the following conditions to be considered for award: 1)Confirmation that the Offeror is within the small business size for the North American Industry Classification System (NAICS) code 541712 2)Possess Defense Contract Audit Agency (DCAA) evidence of an adequate accounting system for determining costs applicable to the contract in accordance with (IAW) FAR 16.301-3(a)(1). 3)Submit a statement acknowledging that by submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract for services; at least 50% of the cost of the contract performance incurred for personnel shall be expended for employees of their own concern; IAW FAR 52.219-14 quote mark Limitations On Subcontracting quote mark as prescribed in FAR 19.508(e) and FAR 19.811-3(e). 4)Travel to Afghanistan will be required in accordance with the Performance Work Statement (PWS). The Offeor shall comply with all of the Theater Business Clearance (TBC) clauses located within paragraph 6.0 of the PWS and Section C of the solicitation. The evaluation factors as set forth in Section M of the solicitation for this proposed effort are as follows: Any awards to be made will be based on the best overall (i.e., best value) proposals that are determined to be the most beneficial to the Government, IAW FAR 15.101-1 Tradeoff Process. Appropriate consideration will be given to three (3) evaluation factors: Technical, Past Performance, and Cost. The Technical factor is slightly more important than the Past Performance factor, which is slightly more important than Cost. The non-Cost factors when combined are significantly more important than the Cost factor. Within the Technical factor, there are two (2) Sub-Factors; Subfactor 1, Technical Approach and Subfactor 2, Management. Sub-Factor 1, Technical Approach, is significantly more important than Sub-Factor 2, Management. The Sub-Factor 1 rating and the Sub-Factor 2 rating will be combined to create the overall Technical Factor rating. To receive consideration for award, a rating of no less than quote mark Acceptable quote mark must be achieved for both subfactors and the overall Technical Factor. Offerors are cautioned that award may not necessarily be made based upon the lowest cost offered.
