Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to gain knowledge of interest, capabilities and qualifications of potential contractors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice. The Bureau of Reclamation, Lower Colorado Region has a requirement to fabricate and install twelve (12) new hot dip galvanized steel trash rack guide beams (approx.10 feet long; weight estimated to be 700 lbs. each), and 24 new hot dip galvanized steel upper trash rack panels (approx. 9'-8" High by 9'-0" wide by 8" Deep; weight estimated to be 3,200 lbs. each) at the Parker Dam and Powerplant Outer Forebay Trash Rack Structure on the California-Arizona border, located about 20 miles south of Lake Havasu City, Arizona. All work is in California. The upper row of trash rack panels are to be removed, the upper ten feet of the existing deteriorated trash rack guide rails are to be cut off at or just above the draw-down water level, and the newly fabricated, hot dip galvanized guide beams and trash rack panels are to be installed. In addition, the contractor will be required to sandblast clean and paint all embedded metalwork in the adjacent concrete walls at or just above the draw-down water level. The disposal of all removed deteriorated steel guide beams and trash rack panels will be the responsibility of the contractor. Other components of work will include, but may not be limited to, drilling holes for and the embedding of new epoxy anchor bolts for attaching the new center guide beams and rehabilitating embedded metalwork in concrete in each bay. The water level of Lake Havasu will be lowered during the fixed period of December 16, 2013 and February 12, 2014; this time frame is not flexible. Some preparatory work may be performed prior to the water level reaching its final draw-down level; however, it is anticipated that removal and installation work will be performed at or above the draw-down water level. Removal and installation work may require utilization of a barge and a crane. The contractor must self-perform a majority of all physical on-site work related to removal and installation. The future solicitation will schedule a date for a site visit for prospective offerors to inspect the site prior to submittal of proposals. Prospective offerors are strongly urged to attend the site visit. The water level will not be drawn down at the time of the site visit; however, photographs of the existing deteriorated metalwork and fabrication drawings will be made available with the solicitation. The proposed procurement instrument will be a firm fixed-price construction contract. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 238120, Structural Steel and Precast Concrete Contractors with a small business size standard of $14 million. Interested vendors are invited to submit capability packages describing the products/services they provide related to meeting the above requirements. Packages should include the following information: (1) Provide business name, address, business size and socio-economic type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of projects completed where the work involved steel fabrication and installation completed within the past five years, and in which your firm performed the installation. Specify in the list the extent of work completed by your firm and that work which was subcontracted. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, the facility or site name and location, and the customer's contact name and phone number for the work completed.
