Description
The purpose of this Request for Information (RFI) is to search for qualified vendors capable of meeting the Department of Veteran Affairs (VA) requirements for on-site Electronic Management System (eCMS) Support. This RFI is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the government as to the ultimate acquisition approach. In accordance with far 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. A summary of the requirements for the eCMS on-site support are: "Support to eCMS users onsite desk-side, on the telephone, via e-mail, and via web cast. This includes: oAssisting users with creating and managing actions and documents in eCMS oAssisting with retrieval of Purchase Requests from the Integrated Funds Distribution Control Point Activity Accounting and Procurement (IFCAP) system into eCMS, and oAssisting with sending solicitations and notices to FedBizOpps and GSA's e-Buy System "Reporting requirements to include Weekly Progress Reports as well as generating standard and customized reports "New feature and refresher training to include sessions via classroom and web cast "Gather user feedback and generate and track change requests Interested capable contractors are invited to provide responses to the following questions: (1) Is your company currently providing similar services to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customers' identity, please address whether your company offers the same or similar services commercially (outside of the federal government). (2) Identify your company's Small Business size status based upon the applicable NAICS code of 541519. The Small Business Size Standard for this NAICS code is $25.5 million in annual receipts. Large Business Concern Small Business Concern 8(a) Small Disadvantaged Business (SDB) Woman-owned Small Business Historically Underutilized Business Zone (HubZone) Veteran-Owned Small Business (VOSB) Service-Disabled Veteran-Owned Small Business (SDVOSB) (3) The Government has selected the applicable NAICS code for this effort based upon the significant services encompassing the entire range of Acquisition and Budget requirements as specified in the PWS. If in responding to this RFI you believe another NAICS code should be applicable, please identify the NAICS code you consider appropriate for this effort along with detailed supporting rationale. (4) Provide any other pertinent information as deemed necessary to demonstrate your and any proposed team member's capabilities and prior experience as it relates to the requirements set forth above. (5) Is your firm currently registered in VA's Vendor Information Pages (VIP) database? Yes ____ No ____ (6) What information does Industry require in terms of accurately sizing/estimating the workload (e.g. number of transactions, number of users, architecture, sample reports, and other artifacts)? (7) List any General Services Administration (GSA) Schedules or Government-Wide Acquisition Contracts that you are currently performing under Responses should include name of the company, address, DUNS number, and Point of contact information including phone number and email address. Responses are requested no later than 4 PM EST on February 27th, 2013. Responses should be no more than 10 pages in length and shall be submitted via email to Lauren Sankar, Contract Specialist, at lauren.sankar@va.gov and James Cozzolino, Contracting Officer, at james.cozzolino@va.gov.
