Description
This is a REQUEST FOR INFORMATION (RFI) only. This RFI is not a solicitation nor does it guarantee a solicitation will be issued. This RFI's sole purpose is to conduct market research for a system capable of providing a Mark XIIA Mode 5 and Mode S, henceforth referred to as Mode 5/S, capability for an Electronically Scanned Array (ESA) Radar and Mark XII (Mode 4) IFF Interrogator system used as part of an Airborne Mission System (AMS). Submission of any data in response to this RFI is COMPLETELY VOLUNTARY by the respondent and/or his representative, and SHALL NOT CONSTITUTE A FEE to the government. Respondents to this RFI may be requested to provide additional information/details based on their initial submittals. Description of Need: Mode 4 equipment will need to be replaced with Mode 5/S equipment. There is an operational need to develop an interrogator that can operate with the Electronically Scanned Array (ESA) Radar and IFF antenna to provide Mode 5/S interrogation capability. Current Situation: Future operators of an AMS will need the capability to interrogate Mode 5/S. Integration of Commercial of the Shelf (COTS) interrogator systems may not be suitable due to the design of the ESA Radar and IFF antenna. The International AWACS Branch (HBSI) of the Battle Management Directorate, Air Force Life Cycle Management Center at Hanscom Air Force Base is managing a technical program to develop solution sets for the above stated operational need. HBSI seeks a commercial or developmental Mark XIIA Mode 5/S System Interrogator that is compatible with the ESA Radar and IFF antenna (upgrade or replacement) and with the following minimum desired technical capabilities: a. A method for standoff detection-capable of operating at slant range of 250+ nm. b. Capable of 360 Degree coverage with the existing ESA antenna. c. Capable of operating aboard an airborne platform in environmental conditions facilitating worldwide deployments and for use at operating altitudes exceeding 41,000' Mean Sea Level (MSL). d. Backward compatible with existing Mode 4 capable AMS. e. Capable of Mode 5 level 1 and Level 2 (at least Growth ready) and Mode S enhanced surveillance (EHS) interrogation and processing. f. Interrogator should possess Mode 5 "lethal interrogation" capability. g. Box level DoD Air Traffic Control Radar Beacon System, Identification Friend or Foe, Mark XII/Mark XIIA, Systems (AIMS) certification is required (if not, the interrogator set must be able to achieve DoD AIMS certification prior to installation and testing). h. Minimal operator training. Interested parties are encouraged to submit a capabilities package in response to this RFI. Responses should include unclassified performance specifics on the interrogator. Capability packages should describe your company's ability to provide the interrogator set with the technical thresholds described above. Additionally, capabilities packages should: describe if the interrogator set is a mature technology (e.g., has it been fielded/sold in the past, or is it developmental), provide information on any similarly awarded contracts, and provide company information (address, point of contact, etc.). Additional technical and capability information is not available from the government and responses to this RFI should take this into account. Responses to this RFI are requested no later than 1600 Eastern Time on 12 March 2013. Responses are requested not to exceed ten (10) pages.
