- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate and award a purchase order using simplified acquisition procedures on a sole source basis under the authority of FAR 13.106(b)(1), with Thermo Electron North America LLC in Brookfield, WI for service agreements for 3 Inductively Coupled Plasma-Mass Spectrometers (ICP-MSs). The three ICP-MS models are: • X Series II Standard Build, serial number SN01583C • X7 ICP-MS quadrupole mass spectrometer, serial number X0372 • X Series II Standard Build, serial number SN01039C Thermo Electron is the only source that can provide all support for equipment, administration and technical execution of this contract, as they are the sole manufacturer of these ICP-MSs. Additionally, Thermo holds the proprietary rights to the design, parts and software for this system. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $19 million or less. The requested service agreement is for one base year and four option periods. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by March 11, 2013 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
