Coordination Advisor Bogota, Colombia Issuance Date: 02/22/2013 Closing Date: 03/22/2013 SOLICITATION NUMBER: PSC-13-011-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. SOLICITATION NUMBER: PSC-13-011-INL 2. ISSUANCE DATE: 02/22/2013 3. CLOSING DATE: 03/22/2013 4. TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 5:00 PM, EST 5. POSITION TITLE: Coordination Advisor 6. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position will be located in the Narcotics Affairs Section (NAS), U.S. Embassy Bogota, Colombia. The position will serve as the primary liaison with NASes in other U.S. Embassies as well as with partner agencies in Embassy Bogota, Colombia to coordinate joint/cooperative security-related activities (either within Colombia or in third countries) and avoid duplication of efforts. The Coordination Advisor will conduct regular meetings and corresponds with Colombian law enforcement, judicial branch, and military officials whose work is coordinated with the International Coordination Division (ICD). The purpose of this personal service contract (PSC) is to provide management expertise in coordinating joint/cooperative security-related activities, including with other U.S. agencies, several NAS offices, and Colombian government entities that provide such assistance. The Advisor will serve as the in-country advisor and expert who liaise with Colombian offices to assist in the coordination of joint initiatives undertaken outside or within Colombia. The Advisor serves as the chief point of contact through whom other NASes communicate joint initiative planning goals and through whom Colombian entities communicate logistical and other requirements/realities to meet those goals. The Advisor cooperates with Colombian officials to understand and communicate the totality of relevant Colombian initiatives in target countries to de-conflict with U.S. initiatives in the same areas. Relationship: The Advisor is supervised by the ICD Chief and exercises latitude for independent action. Completed work is reviewed for timeliness and effectiveness. Duties and responsibilities: a. Coordinate joint/cooperative security-related initiatives in conjunction with the Government of Colombia (GOC), other U.S. agencies, and other NASes in support of the U.S. security goals and those of host governments. b. Serve as the primary liaison between other NASes and GOC entities on program requirements in support of joint/cooperative security-related initiatives. Advise/assist with the identification and selection of best practices by the GOC or NAS Bogota, communicating them to counterparts as requested. c. Ensures proper procurement and contracting mechanisms are in place and a clear understanding of U.S. regulations is understood when assisting the mission objectives of the ICD. d. Assist with the cataloguing of unilateral U.S. and Colombian security-related initiatives in target countries to avoid duplication of efforts. e. Identifies/develops managerial strategies to fulfill the logistical needs of initiatives coordinated by the ICD, seeking innovative solutions and making proper use of assets available to ensure maximum efficiency. f. Ensures that USG-provided commodities are used for their intended purpose and that there is no fraud, waste, or mismanagement in joint/cooperative initiatives through continuous oversight responsibility and end-use monitoring in the operational area. g. Brief the ICD Chief, State Department officials, Congressional and others on the status of ICD-coordinated initiatives. Minimum Qualifications: 1. U.S. citizen, able to obtain/maintain a Department of State (DoS) secret security and medical clearance. 2. Demonstrated five years experience in upper management with a police force or U.S. Civilian Agency or corporation, including strategic planning and coordination. 3. Demonstrated in-depth knowledge of military or police training activities, with strong knowledge of USG regulations. 4. Demonstrated basic knowledge of police employment in counternarcotics operations. 5. Demonstrated communication and liaison skills appropriate for work with a wide variety of U.S. and non-U.S. governmental representatives. 6. Bachelor's degree from an accredited institution in related field. 7. Level four (4) Spanish - both written and spoken is required. Level four (4) English - both written and spoken is required. 8. Provén ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully through FSI course PA-296 distance learning. 9. Proficient in Microsoft Office Suite Evaluation Criteria: Factor 1: Applicant's experience and knowledge in developing, coordinating, organizing, and implementing support programs to foreign country security forces. (35 points) Factor 2: Past Performance: Applicant's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (25 points) Factor 3: Applicant's demonstrated experience in initiating, performing oversight, and evaluating security training and logistics programs. (20 points) Factor 4: Applicant's demonstrated experience in procurement and providing logistical support. (20 points) Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
