Description
This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market survey information planning purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB) to compete and perform a Firm Fixed Price Contract. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The Lake States Acquisition Zone encompasses Wisconsin and Michigan and anticipates soliciting for and awarding an Indefinite Delivery Indefinite Quantity contract for cultural resources services such as, but not limited to, a Phase I or reconnaissance archaeological surveys, Phase II evaluations, Phase III mitigation or data recovery, preparation of National Register nominations for archaeological and architectural properties and cultural landscapes, collections management, artifact processing and analysis, oral history, public history and archaeology, architectural and archaeological management plans, historic structures reports, preparation of Historic American Building Survey (HABS) or Historic American Engineering Record (HAER) documents, preparation of building design plans and specifications for the restoration / rehabilitation of buildings, and archaeological data entry. Work shall be within the National Forests of the Upper Great Lakes area. It is anticipated that the primary work shall be within the National Forests of Michigan and Wisconsin. The Contractor shall furnish all labor, materials, equipment, tools, transportation, supplies, storage, other incidentals and all work required to complete the proposed work in accordance with the specifications and provisions of the contract and subsequent task orders. The award would be for a base year and four (4) option years. The proposed project anticipates multiple awards to qualified firms as a fixed price contract. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 115310 Support Activities for Forestry Services. The Small Business Size Standard for this acquisition is $7.0 million. Prior Government contract work is not required for submitting a response under the sources sought synopsis. It is anticipated that award will be based on "Best Value" to the Government. The estimated solicitation issuance date will be on or around April 5, 2013, and the estimated proposal due date will be identified in the solicitation. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available on or around March 15, 2013. Responses are due by March 11, 2013, 4:00 p.m Eastern Standard Time. The responses shall include: 1) Name of Firm, Point of Contact, Mailing Address, Telephone Number, and DUNS number. 2) Identification of the appropriate small business eligibility as determined by the NAICS size standards, the Small Business Administration and registration in System for Award Management (SAM), including SB, HUBZone, 8A, SDVOB and WOSB. 3) A brief description of experience providing this type of service(s), including dollar value of previous work performed within the past three years.
