- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Physical Measurement Laboratory (PML) - Sensor Science Division, intends to negotiate with ATK Space Systems Inc.; Logan, UT, on a sole source basis under the authority of 41 USC 3304(a)(1) and FAR Subpart 6.302-1, Only One Responsible Source, to purchase a lock-in amplifier. The NIST Sensor Science Division maintains a transfer standard cryogenic vacuum infrared radiometer known as the MDXR which is calibrated at NIST and then shipped to user facilities to transfer the low-background infrared irradiance scale to customer space simulation chambers. These chambers are manufactured by the ATK Corporation. In particular, several ATK model LSPS 16a infrared test chambers are used by a major NIST customer (Raytheon Missile Systems Company), who has requested that NIST provide a method for attaching the MDXR to these chambers that is compatible with the wheeled cart/rail configuration that ATK has provided to them for attaching their own equipment to the chamber. In order to meet this requirement, NIST has a conceptual design for a cart that can hold the MDXR during shipping to the customer site, allow it to roll onto their laboratory floor, and provide a separable "truck" which will enable the MDXR to roll onto the ATK rail system and mate with an LSPS 16a chamber. NIST does not have access to the proprietary design of the ATK rail system, but we can provide a list of functional specifications for the Chamber Cart based on the known dimensions and weight of the MDXR. Market research has shown that ATK Space Systems Inc. is the only company that can provide an MDXR ATK LSPS 16a chamber cart that meets the requirements. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to ATK Space Systems Inc. for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
