Description
Small Business Performance Areas Draft Performance Work Statement (PWS) The Headquarters Air Mobility Command (HQ AMC) Specialized Contracting Branch is conducting market research to determine qualified, experienced, and interested sources to provide Special Departure Procedures support for the Air Mobility Command. Part of the market research is to publish on FedBizOpps a Sources Sought Synopsis seeking market information on businesses capable of providing the services, as described herein, as well as on terms and conditions relevant to this potential procurement. The information requested by this synopsis will be used within the Air Force (AF) to facilitate decision-making and will not be disclosed outside the agency. Firms choosing to respond to this synopsis are cautioned that this synopsis is not a Request for Proposal (RFP). This Sources Sought Synopsis is a market research tool used to determine the adequacy of eligible business sources prior to determining the acquisition strategy and issuance of a RFP. The Government is not obligated to and will not pay for any information received from any sources responding to this synopsis and will not provide any feedback or carry on discussions with non-federal government activities regarding the information provided in response to this synopsis. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The AF will not be obligated to pursue any particular acquisition alternative as a result of this synopsis. Responses to the synopsis will not be returned. Not responding to this SYNOPSIS does not preclude participation in any future solicitation, if one is issued. The North American Industry Classification System (NAICS) code to be used for this procurement is 541511, Custom Computer Programming Services, with a size standard of $25.5M. This requirement is a potential follow-on to Contract #FA8101-10-M-0163, currently being performed by Jeppesen Sanderson, Inc. The Government is contemplating use of an indefinite-delivery, indefinite-quantity contract with firm-fixed-price delivery orders. However, as no acquisition plan has been approved, the procurement strategy is subject to change. Additionally, there is currently no timeframe for potential RFP release. Approximate start date, assuming a contract is issued, would be 15 Sep 2013. INFORMATION REQUESTED 1. Company Information: Name, address, telephone number, point of contact names, e-mail addresses, CAGE code, and small business status (e.g. 8(a), HUBZone, etc.). 2. Major Risks: Identify any major performance, schedule, or cost risks anticipated. 3. Supporting information which demonstrates your capabilities to meet all or some of the tasks specified in this synopsis Draft PWS. Supporting information shall not reiterate the language of the tasks provided above, but rather, it shall provide details regarding your company's capabilities to execute these tasks. A cross-reference matrix is requested which links the task to the supporting information provided. Past performance information that is related to the tasks in the Draft PWS is requested if available. 4. Please indicate for which aircraft in PWS paragraph 1.4.1 your company has an existing Standard Computerized Aircraft Performance (SCAP) module. For those aircraft in which you do not have an existing SCAP module, please indicate an approximate cost (ballpark figure or rough order of magnitude) and length of time for development of SCAP modules. 5. If a small business under the identified size standard, please indicate the approximate percentage of the requirement your firm is able to perform in the attached Small Business Performance Areas document. If a large business, please identify an appropriate percentage for small business subcontracting opportunities in the attached Small Business Performance Areas document. 6. Submission Information.
