- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute of Aging (NIA) intends to negotiate a Purchase Order on a sole source basis with Pierce Biotechnology, Inc., located at 3747 North Meridian Road, Rockford, IL 61101, for a content imaging upgrade on existing equipment. The Division of Pre-clinical Innovation at the National Center for Advancing Translational Sciences (NCATS) requires an upgrade for the High Content Imaging capability on their existing ArrayScan VTI, which is manufactured by, and previously purchased from, Thermo Fisher Scientific. Upgrade will include the X1 Module for the ArrayScan VTI, which consists of: high-resolution Photometrics X1 CCD, 14-bit camera, with 4.54 micron/pixel resolution, and Instrument PC and monitor (Dell Precision T5600, 825W, Genuine Windows® 7 Professional, 64-Bit OS, Four Core XEON E5-2643, 3.3GHz Processor, 8GB, DDR3 RDIMM Memory, Dell 24" High Resolution Widescreen Monitor). Software will be included as well. Contractor will provide installation and one (1) year warranty on installed parts. Pierce Biotechnology, Inc is a legal entity of the manufacturer and the only known source with the proprietary knowledge and parts to provide an upgrade to the current content imaging system. No other source of supply can satisfy agency requirements. This acquisition is being conducted under FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
