Description
The Mission and Installation Contracting Command is procuring services under Solicitation W91QV1-13-R-0006 which will be available electronically on or about March 11, 2013 via FedBizOpps at www.fbo.gov. This acquisition is for the selected Contractor to provide full food service support for the US Army, WTU's, Navy Reserves, US Army National Guard and all other Military units in and around the area at the Fort Belvoir Dining Facility. The solicitation will be issued in accordance with FAR Part 12 and 15, Acquisition of Commercial items. The Government will award a contract for this request for proposal to the offeror whose proposal provides the best value to the Government. To accomplish its mission it is essential that the dining facility be maintained in an attractive and sanitary condition at all times, and that military etiquette is adhered to. Equally important is the quality of food preparation and high attention to customer service. The period of performance is for 12 month with four one (1) year options with a possible Phase in period (TBD). The NACIS code is 772310; size standard is $35.5M. This procurement is a total 8(a) business set-aside with the caveat that the State Licensing Agency, considered other than a small business, will be allowed to compete. Offers from State Licensing Agencies (for Blind vendors) operating under the authority of the Randolph-Sheppard Act, 20 USC, 107(a-e), must be given a priority in accordance with regulations prescribed by the Secretary of Education at 34 CFR 395.33. No paper copies of the solicitation will be distributed. Amendments to the solicitation will also be provide on the internet using the same protocol listed above. All vendors will be responsible for obtaining the solicitation and any subsequent amendments from the above site.
