Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport, Newport, RI has a requirement for engineering services in support of SIM II software lifecycle development activities and SIM II Undersea Warfare (USW) analysis activities for the Undersea Warfare Analysis Department. Total estimated Level of Effort is 1,094 man-hours. SIM II software lifecycle maintenance activities include software design, computer programming, software debugging, executable testing, SIM II user-support, training and development of SIM II documentation. SIM II USW analysis activities include the preparation and analysis of naval engagement simulation input and output data including the development of anti-submarine warfare (ASW) system characteristics, research of platform and sensor system specifications and interpretation and analysis of operational tactics and current and future ASW concepts. A firm fixed price type purchase order is anticipated. The Service Contract Act (SCA) will be applicable if SCA labor hours exceed 20% of total hours. Clearance to SECRET level is required. NAICS Code is 541330 and size standard is $35.5M. This requirement is UNRESTRICTED. Further details will be provided in Solicitation No. N66604-13-Q-1178 which is anticipated to be released on or about 3/8/2013. Contractors must be registered in the U.S. federal government s System for Award Management (SAM) at www.sam.gov to be eligible for award. Instructions for registration are available at the website. Award will be made on the basis of Best Value . Evaluation criteria are Technical Capability, Personnel, Past Performance and Price. Required period of performance is approximately five (5) months ARO, F.O.B. Destination Naval Station Newport; Newport, RI.
