Description
Letterkenny Army Depot is seeking information concerning the availability of contractors to rebuild a Caterpillar dozer located at Letterkenny Army Depot, as per the Performance Work Statement below. Contractor must currently be an authorized Caterpillar dealer with technicians certified to work on Caterpillar equipment. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether to solicit on a sole source basis, whether to set-aside the acquisition or compete on a full and open basis. All contractors interested in supplying this service may indicate their interest in this potential acquisition by supplying responses that should include: (1) identification of company size status, certifications, i.e. 8(a), HUBZone, SDVOSB, small business (2) proof of experience and capability to rebuild Caterpillar equipment (3) please indicate which NAICS code(s) your company usually performs under Government contracts. For the purposes of the RFI, the North American Industry Classification System (NAICS) Code is 333120 - Construction Machinery Manufacturing. The small business size standard is 750 employees. If your firm is capable of requirements described in this RFI, please provide a Capability Statement to Ms. Laura Buehler, laura.j.buehler.civ@mail.mil, 27 Feb 2013, 9:00 a.m. Eastern Time. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documents posted on FBO will not be made available. Draft PWS The contractor shall provide all personnel, equipment, tools, materials, parts, supervision, quality control, and other items and non-personal services necessary to perform the Caterpillar Certified Rebuild of Letterkenny Munition Center's D8R Dozer (Serial Number 7XM05048). The contractor shall perform to the standards in this contract. The contractor shall transport the Dozer to their rebuild facility and when completed deliver the Dozer to LEMC/Letterkenny. The Certified Rebuild shall meet all of the following requirements and specifications. All components and systems of the D8R Dozer shall be rebuilt, tested, and adjusted to current Caterpillar specifications. As a minimum, all areas susceptible to damage from exposure to the elements shall be preserved and/or packaged to prevent damage. A six (6) month commercial warranty shall be furnished with the item. Final acceptance shall be contingent upon successful completion of all requirements of this purchase description. The contractor shall completely disassemble the Dozer and the mainframe section will be sandblasted and inspected for cracks and other damage. The Caterpillar 3406 engine shall be rebuilt in accordance with Caterpillar specifications. The total remaining complete power train including the torque converter, transmission, steering clutches, and final drives shall be completely disassembled and inspected, then rebuilt and updated to Caterpillar's current specifications and standards using new, exchange, or qualified reusable Caterpillar parts. After reassembly the items shall be hydraulically bench tested before installation back on the machine. All hydraulic pumps, cylinders, and valves shall be disassembled, inspected, and rebuilt utilizing Caterpillars current specifications and procedures incorporating new, Caterpillar exchange, or original parts meeting Caterpillar reusable guidelines. All hoses and seals shall be replaced with new. The track roller frames will be disassemble, inspected, and reconditioned. Idler shells shall be rebuilt. Bogies shall be repaired as needed. New track rollers, sprocket segments, and new track groups shall be installed. The operator's compartment shall be totally rebuilt to ensure operator comfort. All gauges, wiring, and critical safety related parts such as lights, rod ends, and warning devices shall be replaced with new. All new glass and a new seat shall be installed. The mufflers, exhaust pipes, and batteries shall be replaced with new units. The complete machine shall be completely reassembled and fully tested for functional operation and tested and adjusted to current Caterpillar specifications. The entire machine shall be painted and decaled to original specifications.
