In turn, NRL maintains a Military Support Division (MSD), Code 1400, that ensures military and contractor personnel are available to meet project requirements. MSD also provides coordination and serves as a liaison between the scientific communities at NRL, other government activities and VXS-1 at Naval Air Station (NAS) Patuxent River, Maryland. VXS-1 employs numerous aircraft to accomplish ground and flight test evolutions. Due to the complexity associated with the development of advanced technology weapons systems, NRL's MSD and VSX-1 must augment their staff with specialized managerial, engineering, administrative and technical support. This augmentation ensures project continuity and provides highly qualified expertise and unique knowledge, not normally found in Fleet personnel. The technical and engineering personnel provide the expertise required for the performance of specialized design, fabrication, installation, operation, removal and maintenance of unique research systems associated with VXS-1 airborne research laboratories. It is anticipated that the contract period will be for a one-year base and two one-year option periods, with a total estimated contract value of $21M. The work to be performed under this contract will be performed at Naval Air Station (NAS) Patuxent River, Maryland, the Naval Research Laboratory (NRL) Washington, DC and other field sites. A complete performance work statement (PWS), quality assurance surveillance plan (QASP), personnel requirements, and contract data requirements are available as part of this solicitation. A DD254, Contract Security Classification Specification, shall be applicable to any prospective work covered under this solicitation. Prospective contractors must have: (1) the required SECRET facility clearance and (2) personnel available with favorably adjudicated investigations and final DoD granted personnel security clearances. Note: NRL does not sponsor clearances for contractors. Based on a survey of the market, the government has determined that the services to be acquired do not meet the definition of a commercial item. Therefore, the government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition. This solicitation will be a 100% set-aside for small businesses. The Government anticipates award of an indefinite-delivery, indefinite-quantity contract with firm-fixed-price and cost-plus-fixed-fee term-type task orders. NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
