Document Security Notice for Solicitation No. GS-02P-13-PC-C-0020 Project Title: Replace an Existing 20,000 Gallon Fuel Oil Underground Storage Tank NAICS Code: 237120 Set-Aside: SDVOSB Solicitation No.: GS-02P-13-PC-C-0020 This is a Presolicitation Notice. The General Services Administration (GSA), Northeast Region is seeking a general contractor to provide all labor, material, supervision, equipment and tools necessary to perform the Replacement of an Existing 20,000 Gallon Fuel Oil Underground Storage Tank serving the Joseph P. Addabbo Federal Office Building located in Jamaica, New York, with horizontal double wall fiberglass underground storage tank. It is planned to procure the design and construction services of this project under one contract (Design/Build) to a single firm. The contractor will be expected to serve as the general contractor to include performing certain portions of the work (including to provide a project superintendent) with its own employees and to subcontract for the remaining portions (specialized trades) of the project if necessary. The general contractor will be responsible for the entire project (work of all trades). The GC will be subject to furnishing a bid bond and performance and payment bonds for this project. This procurement is being issued as a Service-Disabled Veteran-Owned Small Business Set-Aside under the North American Industrial Classification System (NAICS) code 237120 (Oil and Gas Pipeline and Related Structures Construction). Per FAR 52.219-27 - Notice of Service-Disabled Veteran-Owned Small Business Set-Aside. At least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns. Contractor will be subject to furnishing a bid bond and performance and payment bonds for this project. The estimated cost of this project is between $1,000,000 and $5,000,000. The Government intends this procurement to be a total set aside to Service Disabled Veterans Owned Small Business (SDVOSB). Expressions of interest are solicited only from service-disabled veteran-owned small business concerns. Expressions of interest received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. To be considered a small business concern a contractor's average annual receipts may not exceed $33,500,000.00 under the SBA's Table of Small Business Size Standards, NAICS Code 237120. ᶝ For eligibility as a "SDVOSB" see Federal Acquisition Regulation (FAR) Subpart 19.1403. All offerors shall submit their technical and pricing proposals in accordance with the instruction referenced in the Request for Proposal package. All contractors interested in this project must complete a Document Security Form - Attachment A in order to receive a copy of the Request for Proposal Package. Email the completed form along with the supporting documentation referenced in the Security Notice form to the primary point of contact. Upon receipt of the signed and dated Security Notice and proper documentation a copy of the RFP package will be sent to you on or about March 1, 2013. The RFP package will only be available electronically. Potential offerors will be responsible for requesting the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation for this procurement will not be made available in paper format or compact disc.
