Senior Corrections Advisor (Two Positions) INL/CAP Washington, DC Issuance Date: 02/24/2013 Closing Date: 03/25/2013 SOLICITATION NUMBER: PSC-13-015-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Office of Criminal Justice Assistance and Partnership (INL/CAP) is part of the Bureau for International Narcotics and Law Enforcement (INL) at the U.S. Department of State. The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL/CAP provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to police, justice and corrections development globally. INL/CAP also assists the bureau in developing strategic partnerships with U.S. federal, state and local law enforcement agencies, to support our foreign assistance efforts. Criminal justice assistance is a core component of rule of law development, and is critical in assisting countries fight destabilizing crime and promoting good governance. INL currently manages criminal justice policy and programs in numerous countries, employing thousands of people in the field to implement these programs. Such programs may include deployment of American experts in the fields of policing, corrections, and justice, in multilateral police assistance mission, bilateral programs to train and build capacity of justice sector institutions, deployment of mentors, or other technical advisors, and provision of infrastructure and equipment. Corrections programs, and the utilization of state and municipal partners in those programs, are an increasingly important part of INL work. Purpose: The Senior Corrections Advisor (SCA) will serve as a senior corrections expert on the full range of corrections issues as they relate to INL corrections development and reform programs globally, including in countries in transition and complex security environments. Duties and Responsibilities: a. Serve as a senior corrections expert within INL/CAP and advisor on such matters to the INL/CAP Corrections Team Leader, Deputy Director, Director, and other Bureau personnel as needed. b. Develop, and assist other INL staff to develop corrections programs for INL, which are coordinated with the police, law enforcement, and criminal justice programs. c. Provide policy analysis and program guidance to the INL staff, the INL front office, and other Department of State offices upon request on corrections issues future missions or ongoing programs. d. Develop plans/programs and provide policy guidance on the implementation of corrections assistance that can improve INL capacities to respond quickly and effectively when new requirements emerge. e. Serve as an advisory resource for INL program managers in Washington and in the field on specific aspects of planning and implementation of ongoing corrections assistance programs. f. Participate in and/or lead overseas assessments of corrections capacities and structures in countries where future missions are being considered, as well as assessments of the impact of ongoing programs. g. Represent INL, as needed, at domestic and international conferences on international corrections issues. h. Prepare background materials and reports used by the Assistant Secretary and Deputy Assistant Secretaries in preparing speeches, briefings, and testimony to articulate INL engagement on corrections. i. Participate in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation. j. Assist with recruitment of corrections personnel for INL programs. k. Organize trainings for foreign corrections personnel and INL staff. l. Prepare and deliver training curricula as necessary to support the INL mission. m. Write reports as required. n. Maintain knowledge of contemporary, professional correctional operational and management principles, techniques, and issues, which are appropriate for international application. o. Periodically serve as acting Corrections Team Leader when the Team Leader is deployed or on leave. p. Participate in INL office meetings. Minimum Qualifications: 1. U.S. Citizenship, able to obtain/maintain a Department of State secret security clearance. 2. Possess a Bachelor's degree from an accredited college or university in any field with preference given to degrees in criminal justice, social sciences, accounting, or communications. a. Education may be substituted on a year-for-year basis for each year served in U.S. corrections at the rank of associate/deputy warden (or the equivalent). 3. Graduation from a U.S. federal or state corrections or probation officer academy of at least 120 hours in length. 4. Demonstrated ten years of experience in U.S. corrections operations that includes work in line operation, management, program development and delivery, and training. a. At least 2 years of the 10 years experience must have been at the level of assistant warden, chief of security, chief of classification, or chief of prisoner programs, (or the equivalent) or above. b. Must have demonstrable knowledge of the following operations: i. Classification. ii. Human and financial resources. iii. Institutional security. iv. Emergency management. v. Special units. vi. Programs. vii. Support services. 5. Excellent oral and written English communication skills, including on short notice; negotiation skills; and interpersonal skills. Preferred Qualifications: 1. Experience in strategic planning, policy development and implementation of major agency-level programs. 2. Demonstrated experience working on international corrections issues and reform, including working overseas in the corrections development field. 3. FSI 3/3 proficiency in a foreign language. 4. Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). 5. Superior interpersonal skills. Position Elements: 1. Scope and Effectiveness: The Advisor will perform a broad range of tasks related to a complex foreign assistance program globally. 2. Supervision: The Advisor will report directly to the INL/CAP Corrections Team Leader. 3. Supervision exercised none. The Advisor will frequently act as team leader for assessment visits, technical assistance visits, and related specialized police functions. 4. Complexity: The work involves developing strategies for outreach and then executing those with multiple agencies and foreign partners at one time. The ability to remain flexible and manage changing needs and schedules is essential. 5. Personal Contacts: The Advisor will work closely with U.S. corrections administrators, corrections professional organizations, INL program managers, U.S. embassies, foreign government officials, and implementers of INL police assistance programs. 6. Level of Effort: The position is full-time, with a minimum of 40 hours per week. 7. Travel and Position Location: The position is located in Washington, D.C. Frequent domestic travel is required to represent INL at professional conferences and other conferences related to international corrections development and reform programs. Likewise, international travel to support INL's foreign assistance activities and perform assessments of police and other criminal justice sector capabilities will be required. Evaluation Criteria: Factor One: Offeror's demonstrated ability to provide policy guidance to senior level policy makers within the USG, in a written and verbal formal. (30 points) Factor Two: Offeror's experience and ability to substantially assist in developing and implementing plans for improving host-nation corrections systems, with an understanding of the local context. (30 points) Factor Three: Offeror's ability to organize ongoing training and mentorship and other development programs for corrections professionals. (20 points) Factor Four: Offeror's demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form. (10 points) Factor Five: Past Performance evaluation of applicant's ability to perform under contract. (In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.) (10 points) Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
