- The Federal Aviation Administration (FAA), Eastern Logistics Service Area-ASO, College Park, GA, is issuing Screening Information Request (SIR) # DTFAEN-13-R-00038 as a Request for Offer (RFO) to perform Janitorial Services at the Atlanta Large TRACON, 784 GA Highway 74 South, Peachtree City, GA 30269 as detailed in the Statement of Work (SOW) included in the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. The NAICS code is 561720 and the small business size standard is $16.5 million average annual receipts over the past 3 fiscal years. This posting is best viewed at FAA Contract Opportunities, https://faaco.faa.gov. No individual notification of any amendments will be provided. It is the Offerors' responsibility to visit this website frequently for updates on this procurement. All questions shall be addressed to the Contracting Officer in writing. Any questions regarding this SIR/RFO must be received prior to close of business on 22 March 2013, for answers to be provided before the proposals are due. All correspondences shall contain the SIR# in the subject line. MANDATORY SITE VISIT A site visit will be conducted on 7 MARCH 2013 at 1:00 PM (EST) at the Atlanta Large TRACON, 784 GA Highway 74 South, Peachtree City, GA 30269. Please contact Linda Hennequant at linda.hennequant@faa.gov with a list of attendees at least one day prior to the appointed time. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS MANDATORY IN ORDER TO SUBMIT AN OFFER FOR CONSIDERATION. Please see Part IV “ Section L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS, for complete offer submission requirements. All offers must be submitted NO LATER THAN 27 March 2013, 3:00 PM (EST). Any responses received after this date and time, will not be considered in accordance with AMS provision 3.2.2.3-14, śLate Submissions, Modifications, and Withdrawals of Submittals. ť If all requested information is not furnished, the vendor's response may be determined ineligible. Telephone inquiries will not be accepted, nor will responses be received after 27 March 2013, 3:00 PM (EST). This requirement is offered to all qualified, responsive concerns and offers will be considered using a tiered order of precedence as described in Section M of the SIR. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. Technical combined with Past Performance and Experience is significantly more important that price. However, due to funding constraints price is still an important factor. Please see Part IV “ Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the solicitation process. The Government reserves the right to award on a multiple award or an all or none basis. This advertisement is not to be construed as a contract or a commitment of any kind.
