- Provide all labor, materials/supplies, transportation, fuel, and equipment to perform Chemical/herbicide(s) application along the Illinois Waterway. The application of chemical/herbicide(s) shall be expected to use the appropriate equipment designed for the purpose to treat the vegetation on the dredge placement sites to control vegetation. The work consists of furnishing all equipment, supplies, and labor, and performing all operations necessary to satisfactorily complete the chemical/herbicide(s) spraying treatment of the sites. The vegetation treatment varies in areas from complete vegetation control to control of broadleaf weeds only. Chemical/herbicide(s) shall be applied between May 1 and October 31, 2013, for the Base Period. There will be three additional Option Periods. The solicitation will be request for quote and will be issued as 100% Small Business Set-Aside. The following NAICS code 561730 will apply with the size standard of $7.0 Million. This work will be awarded as a lowest price contract, meeting Wage Rate Determinations set by the Service Contract Act. Evaluation factors for award shall be as follows: Price. The solicitation will be posted to the FedBizOpps website, www.fbo.gov on or about 26 February 2013. The date and time for receipt of quotes will be on 21 March 2013, 3:00 p.m. CST. It is the offerors responsibility to monitor the FedBizOpps website for amendments to the solicitation. The resultant contract will be a Firm Fixed Price Contract in accordance with the solicitation procedures outlined in FAR Part 12, Acquisition of Commercial Items/Services. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The solicitation will not be available in paper format. All documents required for the offer submittal, including amendments to the offer submittal, shall be in hard copy or electronic submittal. No faxes will be accepted. If you are submitting your offer by mail or electronic, please ensure your offer has been received. The contractor shall submit one original copy of their offer to include the above information in order to properly evaluate your offer in accordance with the evaluation criteria outlined under FAR Clause 52.212-2 Evaluation - Commercial Items. If you will not be performing the work yourself, and will be hiring employees to perform the job, you will have to submit their information in accordance with FAR Clause 52.212-2, otherwise your proposal will not be considered.
