- CDRL A002 CDRL A001 Attachment 3 - Antenna Performance Characteristics Attachment 2 - TEP Worksheet Attachment 1 - Statement of Work COMBINED SYNOPSIS/SOLICITATION - UHF SATCOM ANTENNAS 1. General The U.S. Special Operations Command (USSOCOM) has a requirement for Ultra High Frequency (UHF) High Gain Satellite Antennas. This is a combined synopsis/solicitation for commercial items and is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number H92222-13-R-0005 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. This solicitation may result in multiple awards of commercial, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contracts issuing Firm Fixed Price (FFP) delivery orders for three classes of antennas (Platform, Deployable and Lightweight). The performance requirements are based upon Trivec-Avant products as follows: the Platform antennas are based upon the AV2080, AV2086-10, AV2090-10, AV2091-2, AV2097-3; the Deployable antennas are based upon the AV2011, AV2012; and the Lightweight antennas are based upon the AV2040-2, AV2055-3 and AV2125-2. The Government will only accept offers that propose all of the antennas in a given Class. An Offeror may propose any particular Class of antennas or all three Classes. The North American Industry Classification (NAIC) is 334220 and the small business size standard is 750 employees. The five-year ordering period includes Contract Line Items (CLINs) 0001-0010. The guaranteed contract minimum is $2,500.00 and the contract maximum is $10,000,000.00. The contract will be DO-A7 rated and will also involve the delivery of data. The required data, CLIN 0011 (CDRLS A001 and A002), shall be Not Separately Priced (NSP). The Contractor shall provide unit pricing for CLINs 0001 - 0010 for a five-year ordering period in accordance with the attached Total Evaluated Price (TEP) Worksheet (Attachment 2). All future information about this acquisition, including solicitation amendments, will also be solely distributed through the FedBizOps website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. As previously stated, the Government's requirement is for three Classes of antennas that are comprised of ten distinct SATCOM antennas. The antennas proposed shall meet or exceed the performance characteristics of the following Trivec-Avant (Huntington Beach, CA) antennas (see items 1-10 below). In order to be considered, non-Trivec-Avant products must be of the same relative size (shipping configuration for deployed operations), weight, set up time, and performance characteristics. The comparable requirements are as follows: Schedule B - Supplies/Services / Contract Line Items (CLINs 0001-0010) PLATFORM  Trivec-Avant, AV2080 (or Equal), Conformal, Multi-Platform SATCOM Antenna  Trivec-Avant, AV2086-10 (or Equal), SOTM OMNI - Directional Antenna  Trivec-Avant, AV2090-10 (or Equal), Foldable "X-Wing" SOTM Antenna  Trivec-Avant, AV2091-2 (or Equal), Egg-beater" or "O-Wing" SOTM Antenna  Trivec-Avant, AV2097-3 (or Equal), Self-Steering Vehicle Antenna System DEPLOYABLE  Trivec-Avant, AV2011 (or Equal), Foldable High Gain Antenna  Trivec-Avant, AV2012 (or Equal), Foldable High Gain Antenna LIGHTWEIGHT  Trivec-Avant, AV2040-2 (or Equal), Foldable, Manpack, High Gain Antenna  Trivec-Avant, AV2055-3 (or Equal), Foldable Coat Pocket High Gain Antenna  Trivec-Avant, AV2125-2 (or Equal), Miniature Coat Pocket High Gain Antenna Technical Data (Contract Data Requirements List (CDRL) CLIN 0011) CDRLs are Not Separately Priced (NSP). CDRL A001 and A002 shall be submitted electronically. However, the Contractor shall also provide / over packed with each antenna a hard copies of the Operator Manual and Quick Reference Guide. CDRL A001 - Commercial-off-the-Shelf (COTS) Operator Manuals A002 - Quick Reference Guide Contract Clauses 52.212-1 Instructions to Offerors; 52.212-3 Certifications & Representations; 52.212-4 Contract Terms & Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; 52.216-19 Order Limitations (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 2500.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor: (1) Any order for a single item in excess of $10,000,000.00; (2) Any order for a combination of items in excess of $10,000,000.00; or (3) A series of orders from the same ordering office within 5 days that together call for quantities exceeding the limitation in subparagraph (1) or (2) above. (c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) above. (d) Notwithstanding paragraphs (b) and (c) above, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 5days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. (End of clause) 52-216-22 Indefinite Quantity 252.211-7003 Item Identification and Valuation 252.212-7000 Certifications & Representations; 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items 252.216-7006 Ordering (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the contract schedule. Such orders may be issued from 1 April 2013 through 31 March 2018. (b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control. (c)(1) If issued electronically, the order is considered "issued" when a copy has been posted to the Electronic Document Access system, and notice has been sent to the Contractor. (2) If mailed or transmitted by facsimile, a delivery order or task order is considered "issued" when the Government deposits the order in the mail or transmits by facsimile. Mailing includes transmittal by U.S. mail or private delivery services. (3) Orders may be issued orally only if authorized in the schedule. (End of Clause) 2. Instructions (FAR 52.212-1 Addendum - Specific Instructions to Offerors) Offerors shall submit a price volume (Volume 1) and a technical volume (Volume 2). Proposals shall be prepared using Times New Roman 12-point font style on 8 inch x 11 inch white paper. Tables and illustrations may use a reduced font style, not less than 10-point. Margins shall be one inch on all sides. All material submitted may be single-spaced. Offerors should ensure that each page provides identification of the submitting Offeror in the header or footer. Page count for the proposal shall comply as follows: (1) Price unlimited; (2) Technical not to exceed 35 pages. Offers shall be signed and dated and show the date/time specified in the RFP for receipt of offers; the name, address, telephone number and email address of the administrative point of contact for the Offeror; acknowledgement of solicitation amendments, if applicable; and the period for acceptance of the offer (minimum of 30 days required). Any offer, modification, revision, or withdrawal of an offer received at the designated Government office after the exact time "Offer Due Date" designated in the solicitation is "late" and will be handled by the Government as indicated by FAR 52.212-1. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFAR 252-212-7000, Offeror Representations and Certifications -Commercial Items must be completed and included with the proposal. The Offeror shall address the following factors in their proposal: Factor 1 - Price: The Offeror shall complete the pricing in the provided TEP Worksheet (Attachment 2) for the entire five-year ordering period for each CLIN proposed in at least one particular class of antennas (Patform, Deployable, or Lightweight). Offerors shall provide a price for one unit for each antenna for the five-year ordering period. Factor 2 - Technical: Sub-factor 1: Technical Capability - The Offeror's technical proposal shall provide documented evidence of the Offeror's capability to meet all technical requirements in the Statement of Work (Attachment 1) and Antenna Performance Characteristics (Attachment 3). The Offeror shall provide any supporting test data to verify technical claims/assertions. Any exception to the Government's technical requirements must be included in the technical proposal and clearly delineated in a cover letter to the technical proposal. Sub-factor 2: Delivery Schedule - The Offeror shall propose their delivery schedule for each CLIN. 3. Basis for Award (FAR 52.212-2 Evaluation - Commercial Items) The award will be made on a lowest price technically acceptable (LPTA) basis. The Government reserves the right to award a single or multiple awards however, no more than three awards will be made, one for each Class of antenna. The Government will only accept a Class of antenna if all of the antennas in that Class are proposed. The Government will not consider any offer that does not include all of the antennas found in a particular class. The TEP will be determined based on the prices proposed for all the antennas in a particular class. The Government will award to the responsible Offeror(s) whose proposal(s), in response to the solicitation, provides the Government the lowest evaluated price, and meets the acceptability standards on an acceptable/unacceptable basis. The following factors shall be used to evaluate offers: Factor 1 - Price: The price proposal will be evaluated for completeness to ensure pricing has been submitted for all items in a particular class of antenna (Platform, Deployable, or Lightweight). All proposals will be evaluated for unbalanced pricing. Offerors are cautioned that unbalanced unit prices may be grounds for exclusion of a proposal from consideration for award. The Government will determine a Total Evaluated Price (TEP) for each Schedule proposed class of antenna based upon known Government requirements for the five-year ordering period. The TEP will be calculated per antenna class by multiplying the Government provided "TEP Evaluated QTY" by the Offeror's proposed antenna price. The sum of all calculated prices for each CLIN will determine the TEP per antenna class. Factor 2 - Technical: Each Technical sub-factor will receive a rating of acceptable or unacceptable. If any sub-factor is rated - "unacceptable," the entire proposal will be rated technically unacceptable, and the proposal will be excluded from award consideration. Sub-factor 1: Technical Capability - Technical Capability - The Government will rate the Offeror's technical capability as "acceptable" if the Offeror provides documented evidence of meeting all the technical requirements stated in the Statement of Work and Antenna Performance Characteristics (per class of antennas). Sub-factor 2: Delivery Schedule - The Government will evaluate the Offeror's delivery schedule proposed for each CLIN. The Government will rate the Offeror's delivery schedule as "acceptable" if at least the first 25 antennas of each CLIN proposed will be delivered within 90 days ARO. 4. Submissions All communications regarding this procurement, INCLUDING all requests for technical information for UHF High Gain SATCOM Antenna, must be in writing and submitted via email to jonathan.katz@socom.mil. It is not sufficient to merely state your proposal complies with the solicitation requirements - you must clearly identify how your proposal meets ALL solicitation requirements. The Government intends to award a contract without discussions. Proposals are due no later than 18 March 2013 at 4:00 P.M. (Tampa, FL Local Time) and shall be delivered as follows: Submit a complete proposal in electronic format via email to jonathan.katz@socom.mil and deanna.cox@socom.mil. Any material considered proprietary shall be marked as such with any associated disposition/handing instructions. Submissions to this RFP will not be returned.
