- The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification to the current Firm Fixed Price (FFP) Cooperative Engagement Capability Production contract with Raytheon Company Network Centric Systems (NCS), 1501 72nd Street, North, P.O. Box 12248, St Petersburg, Florida, 33170-2248. This modification to existing contract N00024-12-C-5231 will provide continued production for FY12 “FY14 with one (1) base year and two (2) option years. NAVSEA Contracts intends to issue a competitive Request for Proposal (RFP) for the CEC Production requirement for FY13 through FY14 within the next three (3) months. NAVSEA Contracts, in cooperation with IWS 6.0, anticipates awarding the competitive CEC Production contract in the 1st Quarter of FY14. To prevent unacceptable delays and a stop gap in CEC Production for FY 13, the Government has deemed the issuance of a one year sole source contract necessary to fulfill the Navy ™s CEC requirement. The two (2) one-year options will be incorporated into the contract modification to allow for unforeseeable delays in issuing the competitive contract. NAVSEA intends to award a contract modification resulting from this synopsis on a sole source basis, under authority of 10 U.S.C. 2304(c)(1), as Raytheon NCS is the only company that can meet the Navy's current CEC Production requirement while the competitive contract is in the process of being completed. Cooperative Engagement Capability is a sensor netting system that significantly improves battle force Anti-Air Warfare (AAW) capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may respond to this synopsis with a letter of capability and interest, or may submit an unsolicited proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
