Questions and Answers (Q&As) from DRAFT RFP in Excel format Revised DRAFT Section M, Evaluation Factors for Award dated 19 Feb 2013 Revised DRAFT Section L, Instructions to Offerors dated 20 Feb 2013 Revised DRAFT SOO dated 20 Feb 2013 PRE-SOLICITATION NOTICE/SYNOPSIS 26 Feb 2013 THIS IS THE FORMAL PRESOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.204 The 772d Enterprise Sourcing Squadron, Base Realignment and Closure Branch (772 ESS/PKJ), JBSA-Lackland AFB, TX 78236-9861, is preparing to release a Request for Proposal (RFP) for the Carolina Group PBR requirement. This is a major source selection for environmental cleaning in support of AFCEC and its customers on DoD installations at Joint Base Charleston- Air, South Carolina and Seymour Johnson Air Force Base, North Carolina. The Air Force is required to implement remedies as necessary to protect human health and the environment. The intent of this PBR effort is to maximize the number of Site Closeouts (SCs) or advance sites as close to SC as practicable during the Period of Performance (POP) in a cost effective manner for fifty-two (52) sites; thirty-two (32) Installation Restoration Program (IRP) sites and three (3) Military Munitions Response Program (MMRP) sites at Joint Base Charleston-Air, South Carolina and seventeen (17) IRP sites at Seymour Johnson Air Force Base, North Carolina. It is desirable to the Air Force that Life-Cycle Costs (LCC) be reduced. Source selection procedures will be followed as prescribed in FAR part 15 and FAR supplements thereto. This procurement will be solicited under a Total Small Business set-aside. The resultant contract is contemplated to be a stand-alone "C" contract with a firm-fixed-price (FFP) pricing arrangement. The Government anticipates awarding (1) contract with a ROM of $10M to $13M. and a POP of 120 months. The North American Industry Classification System (NAICS) Code for this Acquisition is 562910. We anticipate releasing the FINAL RFP in FebBizOpps on or about 13 Mar 2013. Offerors who determine that the technical requirements of the FINAL RFP require clarification(s) to permit submittal of a responsive proposal will be required to submit all questions in writing within 10 days of publication of the FINAL RFP. All proposals must be received by the due date and time specified in the FINAL RFP. The due date will be 30 calendar days after the release of the FINAL RFP. It is the contractor's responsibility to check the FINAL RFP for the actual issuance date, proposal due date/time, and deliver address. Please see the following revised documents : 1. Section L - Instructions, Conditions, and Notices to Offerors or Respondents, dated 20 Feb 2013, replaces Section L dated 24 Jan 2013 3. Section M - Evaluation Factors for Award, dated 19 Feb 2013, replaces Section M dated 24 Jan 2013 4. Questions and Answers (Q&As) from the DRAFT RFP for the Carolina Group PBR (FA8903-12-R-0031) are included in Excel format. *********************************************************** The purpose of this Pre-Solicitation Notice is to add the revised Statement of Objectives (SOO) dated 05 Feb 2013, the revised Section L Instructions, Conditions, and Notices to Offerors or Respondents, Section M Evaluation Factors for Award, and the Questions and Answers (Q&As) from the DRAFT RFP posted in Federal Business Opportunities (FBO) on 15 Dec 2012 for the Carolina Group PBR (FA8903-12-R-0031). The requirement is for a performance-based remediation (PBR) effort at Joint Base Charleston-Air, South Carolina and Seymour Johnson Air Force Base, North Carolina. The Performance Based Remediation (PBR) is 100% set-aside for small business. The requirement will be processed using FAR Part 15 procedures and will result in a "C" type contract NOT a task order under an AFCEC contract. A formal synopsis is anticipated to be posted on or about 25 Feb 2013 with the formal Request for Proposal (RFP) anticipated to be posted on or about 13 Mar 2013. The Site Visit was held the week of 17 Sep 2012. A subsequent site visit will not be performed. The 772 ESS/PKJ is considering a performance-based approach for Site Closeout involving remedial action efforts at Joint Base Charleston-Seymour Johnson Air Force Base. The Performance Based Remediation (PBR) for Carolina Group is anticipated to be 100% set aside for small business. However, final approval has not been received. This requirement will be processed using FAR Part 15 procedures and will result in a "C" type contract NOT a task order under an AFCEE contract. A formal solicitation will be finalized and posted at a later date. Currently in order to meet time schedules, the Air Force is requesting that individuals planning to attend the Site Visits submit the names of the individuals attending. The Site Visit for Seymour Johnson, North Carolina is scheduled for 18 September 2012, and the Site Visit for Joint Base Charleston, South Carolina is scheduled for 19 and 20 September 2012. At this time please only advise if you will be attending the Site Visits. We can only accommodate two individuals per contractor. The names of interested parties will be added to a list of attendees. Specific site visit details will finalized and released at a later date prior to the Site Visit.
