- X--Department of VA Desires to Acquire Space in East Portland, Oregon For a Leased Outpatient Clinic (26,000 NUSF) Solicitation Number: VA10113R0079 Agency: Department of Veterans Affairs Office: VA Office of Construction & Facilities Management Location: Department of Veterans Affairs Office of Facilities Management Synopsis: DEPARTMENT OF VETERANS AFFAIRS (VA) DESIRES TO ACQUIRE SPACE IN EAST PORTLAND, OREGON FOR A LEASED OUTPATIENT CLINIC The VA desires to lease space in East Portland, Oregon to accommodate a 26,000 net usable square feet Outpatient Clinic, along with parking to meet a ratio of 4:1,000 rentable square feet. VA will also consider acceptance of donated space. The space must be contiguous and built out to VA specifications. Space on a single ground floor is preferred, but can be provided on two adjacent floors. Upper floors must have a minimum of two elevators, one accessible elevator may serve as freight elevator. Due to the time required to construct, build to suit projects will not be entertained, however buildings which are planned and approved for construction, and existing building renovations may be considered. Buildings must be zoned for the intended clinical office use and provide on-site parking as required above or meet local parking code, whichever is greater. To be considered, the building must be within or bounded by the delineated area as follows (both sides of the street will be considered): South by SE Foster Road, on the West by NE/SE 78th Avenue continuing due north to the Oregon / Washington border (Columbia River), on the East by SE Jenne Road, to SE 174th Avenue, to West Powell Blvd., to NW Eastman Parkway, to SE 223rd Avenue / NE Fairview Avenue, and continuing north to the north boundary, and on the North by the Oregon / Washington border (Columbia River). The lease term will be for up to twenty (20) years. Occupancy is required as soon as possible. Special consideration will be given for sites on or in close proximity to public transportation routes and retail amenities, as well as close proximity to emergency medical facilities. Offered interests must provide evidence that properties are outside the 100 year flood plain, and that the site and building can or will comply with current VA and federal life safety, seismic, environmental, and accessibility standards. Brokers or legal representatives must show written acknowledgement and permission to represent the property. Property owners and developers must provide written proof of ownership or control of the property at the time of submission of initial bids. A market survey of offered properties will be conducted by VA staff and broker consultant. Interested offerors (owners, developers, brokers, or their legal representatives) should submit information concerning their properties to Carpenter/Robbins Commercial Real Estate Inc., by mail, fax, or e-mail no later than 5:00 p.m., PST on March 5, 2013.
