Description
Presolicitation (Response Required) Contract Information: The Center for Disease Control and Prevention (CDC) is seeking a qualified firm to provide professional Architectural and Engineering (A&E) services. The Government intends to issue an Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of one twelve month base period with four twelve month option periods. Each period is estimated at $700,000 in design fees; the total estimated value of the base and all options combined is $3,500,000. A minimum of $1,000.00 in fees paid is guaranteed for the base period of performance. No specific minimum amount is guaranteed in any of the option years. This acquisition is 100% set aside for small business concerns. The prime firm's principal expertise shall be of an architectural nature (NAICS code 541310). The small business size standard for this NAICS code is $7,000,000. See Title 13 Code of Federal Regulations Part 121 for a complete definition of small business concern and affiliates or contact your Area Government Contracting Officer at the Small Business Administration, www.SBA.gov. Task orders issued against the IDIQ contract will be a firm fixed price. Project Description: Projects will require multi-discipline architectural and engineering services for various facilities at CDC. A&E services for architectural, security, laboratory, interior design, structural, mechanical, electrical, plumbing, fire protection, cost estimating, and civil disciplines to perform design and construction document production, studies, investigations, and evaluations, construction phase services, and other related services as defined in each Project Task Order (PTO). Projects will vary by type, scope, and complexity, requiring the use of various and multiple facility design disciplines and related technical services. Project and building types predominately may include renovations and additions, with a small potential of new construction. Design experience should include phased renovations, laboratories, offices, and other supporting facilities, with emphasis on construction document production. All members of the A-E team are required to have the ability to produce all documents on AutoCAD Release 2011 format, of the design and master facility database drawings, utilizing the CDC standard layers. Projects may occur at all CDC locations; although, the majority of the work is presumed to be in the Atlanta metropolitan area. Construction cost limitation, if needed, will be specified for each task order in the scope of work. Evaluation Criteria: Each response shall provide a sufficient number of projects to demonstrate experience and proficiency for each criterion. In evaluating proposals the following criteria shall be applied: 1. Firm's past performance in the production of contract documents. Minimum responses shall include, but not be limited to, the following: a. Past performance on similar contracts with CDC, other Government agencies, and private industry. Past performance may be demonstrated by providing error and omissions change orders, statements from clients relating specifically to the preparation of contract documents, and other criteria demonstrating past performance, team experience, and technical competence in the preparation of contract documents for each specific project presented. Additionally, each Offeror shall provide a client contact name, current telephone number, and project name of three projects demonstrating proficiency in the production of contract documents. List team members and consultant team members presented for this proposal and their past experiences, responsibilities, and project title, with prime firm in the preparation of contract documents for each specific project presented. Weight: 25 pts 2. Firm's past performance on similar projects. Primary emphasis should be on laboratory renovation experience with secondary emphasis on office renovation experience. Minimum responses shall include, but not be limited to, the following: a. Past performance on similar contracts with CDC and other Government agencies maintaining project schedule and project budget. b. Past performance on similar contracts with private industry maintaining project schedule and project budget. c. Demonstration of successful techniques in phased renovation projects occupied during renovation. d. Demonstration of user satisfaction with quality of work. Weight: 25 pts 3. Qualifications of Project Manager and Discipline Leaders. Minimum responses shall include, but not be limited to, the following: a. Professional experience, designating responsibility and title of person for each specific project listed. b. Past shared project design experience of prime team and team consultants. c. Demonstration of abilities to manage similar contracts, especially laboratory and office, utilizing phased renovation projects occupied during renovation. d. Demonstration of experience in the preparation of contract documents as a Project Manager or Discipline Leader. Demonstration of this experience may be expressed by providing error and omissions change orders, statements from clients relating specifically to the preparation of contract documents, and other criteria demonstrating past performance, team experience, and technical competence in the preparation of contract documents for each specific project presented. Additionally, each Offeror shall provide a client contact name, current telephone number, and project name of three projects demonstrating the Project Manager's or Discipline Leader's qualifications in the preparation of contract documents. Weight: 25 pts 4. Organization of proposed team. Minimum responses shall include, but not be limited to, the following: a. Organizational structure and demonstrated ability to organize and manage similar contracts. b. Management plan reflecting coordination of disciplines, quality control, and controls to maintain project schedules and construction costs. Weight: 15 pts 5. LOCATION: Only prime firms and their major consultants (security, interior design, structural, mechanical, electrical, plumbing, fire protection, cost estimating and civil) having established production offices within a fifty mile radius of the CDC Roybal Campus, 1600 Clifton Road, Atlanta, GA., will be considered for this procurement. The laboratory consultant is not included in the fifty mile radius limitation. Weight: 10 pts RESPONSE PROCEDURES Each firm will indicate selected consultants to include, but not limited to, the following design disciplines: Architectural (including Landscape Architects), Civil Engineer, Structural, Mechanical (HVAC, Plumbing & Fire Protection), and Electrical (Building Design, Fire Detection & Alarm Systems, Exterior Lighting, and Underground Distribution). Firms believing they have the capabilities to perform these services are invited to submit (5) SF 330, and (5) additional photographic and/or technical materials not to exceed 10 pages as technical support. All SF 330s must be current. One electronic copy of all documents submitted is also required. Electronic copy shall be readable with Adobe or MS office 2010. Forms are available at www.gsa.gov (GSA Forms Library). The cover letter should also provide the name of a point of contact that can respond to questions about the response. Include a phone number and e-mail addresses for the points of contact. Be sure to include information on awards and other recognition for designs or other work relevant to the requirements set out in this synopsis. Interested firms should provide the requested information on time to be received at the following address by 2:00 PM ET on; 6 March 2013. These procedures include use of an evaluation board. A request for proposal will then be issued to the most qualified firm. Potential Offerors are responsible for monitoring this site for amendments to this synopsis. All Contractors MUST be registered in the System for Award Management (SAM) website prior to award of any contract. Early registration is highly encouraged. This notice is not a request for proposal and does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Additional information relative to specific projects is not available and request for it will not be considered. Site visits will not be arranged during the submittal period. Amendment: This requirement has been amended to remove the requirement for the environmental discipline.
