- This is a COMBINED SYNOPSIS/SOLICITATION in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures. This combined synopsis/solicitation will be posted on NECO/FBO satisfies the requirement of FAR 5.201(b)(1)(i). (http://www.neco.nayy.mil) and www.fbo.gov. THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302 FOR THIS PROCUREMENT ACTION. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE QUOTES OR PROPOSALS. The Naval Surface Warfare Center, Port Hueneme Division (PHD), Port Hueneme, CA intends to procure on an other than full and open competition basis, Sole Source, the following items: 1.18 X 12 Toxic Gas Vent damper, QTY: 2 EA The Government reserves the right to award on an all or nothing, or partial basis. The NAICS code is: 333413 and the size standard: 500 Employees. This combined synopsis/solicitation is a SOLE SOURCE to the Original Equipment Manufacturer (OEM) due to Proprietary rights. The contract type will be a Firm, Fixed Price. This requirement is SOLE SOURCED to: Spiral Metals Corporation of Baton Rouge as the only source that can provide MIL-S-901 shock qualified Toxic Vent Dampers of the required size and specifications. Procuring from other Vent Gas Damper manufacturers would require the Government to provide additional funding for manufacturer to shock test their product. These Vent Dampers will be used in a system that provides ventilation to living spaces aboard ship. This ventilation system interfaces with the RAM Missile system to close the vent dampers to prevent ingestion of toxic rocket motor exhaust fumes into the living spaces after a missile firing. Vent dampers shall be fail open design as are existing vent dampers on the ship. Any firms believing that they can provide the material may submit a written response to be received at the Contracting office no later than 10 days after the date of publication of this notice. It must clearly show the firm s ability to be responsive without compromising the quality, accuracy or reliability of the material without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
